Early Times Report
Jammu, Dec 23: Notwithstanding Chief Minister's recent statement in which he stated that there was no scope for custodial torture in his regime, data available with Early Times belies his claim. As many as eight custodial deaths have been reported till date.
The victims (deceased) include 9-year-old Sameer of Batmaloo, 17-year-old Omar Qayoom Bhat, Rafiq Ahmad Bangroo, Muzaffar Ahmad Bhat of Gungbugh, Batmaloo and Syed Farakh Bukhari.
Sameer, a student of 5th standard, according to his relatives, was severely tortured by men in uniform a few meters away from his house. "A stick was inserted in his mouth. He succumbed", they said.
Rafiq Ahmad Bangroo was rushed to Sher-e-Kashmir Institute for Medical Science (SKIMS) with multiple injuries in his head. He lost the battle for life after a week.
The body of Muzaffer Ahmed Bhat of Gangbugh Batamaloo was found floating in a stream. According to neighbours, he was beaten to death by CRPF troopers who threw his body in the stream on July 5. The police rejected allegations of custodial killing as ridiculous. "It is a case of drowning", a police spokesman said to wailing relatives. However, the medicos who performed his autopsy revealed that he had two injury marks in the head. Doctors told Early Times about Omar Qayoom Bhat. "Omar was tortured in police custody. His lungs were severely damaged due to blunt trauma. The trauma caused intrapulmonary hemorrhage. He was also put on a ventilator but all in vain."
Syed Farakh Bukhari was taken into custody for his alleged participation in protests on July 28 at Sangrama in Baramulla district. His body bearing numerous torture marks was recovered after a fortnight.
Doctors at SKIMS and SMHS hospital have seen damaged body party in scores of torture victims. "In most of the cases, there was no bullet injury. They were mercilessly beaten", they said.
A credible human rights group, Jammu Kashmir Coalition of Civil Society (JKCCS), in a statement issued today said ten people had succumbed to torture this year. However, the victims have not been named in the statement.
