Erroneous "Nehruvism" cause of problems in Kashmir: Jaitely

Jammu, Dec 23: A day ahead of its "Maha Rally", the BJP today hit out at rival Congress right upfront on Nehrus, blaming what it said the "erroneous" vision of former Prime Minister Jawaharlal Nehru and the weak policies of successive Congress governments at the Centre were responsible for the problems in Jammu and Kashmir. On a rhetorical note, the Party reiterated its only remedy for the 'malaise'- withdrawal of the special status to the state.
"Jammu and Kashmir is irrevocably an integral part of India and its merger with India is irrevocable," Leader of Opposition in Rajya Sabha Arun Jaitley told reporters after a meeting of BJP executive committee held here to have threadbare discussion and analysis of the situation in the troubled state.
"The first key challenge is that it is part of the unfinished agenda of Pakistan since independence," Jaitley said adding that Congress's 'erroneous' Nehruvism on Kashmir was the second major challenge which is being faced in tackling the embroglio.
Addressing a press conference here today, BJP national general secretary Arun Jaitley said that attempt to weaken Jammu and Kashmir's integrity with rest of India is major political ploy raked by successive Congress governments in the centre that has given rise to the voice of separatism in the valley.
Substantiating his point, he said separate status has encouraged complete disintegration of Jammu and Kashmir with rest of country and separatism is at galore which apparently hints towards 'political conspiracies' at helm in the state leading to total disintegration. He added the current expressions making rounds in the Valley regarding demand for self-rule, autonomy, joint administration and finally 'azadi' as the aftermaths of the weak central policies giving strong base to such voices. "Nehru's idea of authorizing people to decide for administrative sanctions gave rise to the demand of plebiscite followed by weakening of state's relation with rest of India vis-a-vis its political and constitutional bonds," said Jaitely adding that the third major factor that led to indifference was non allowance of settlement of West Pakistan refugees in the state.
"These opportunities provided for an initiation for a declaration of a different status to J&K with Art 370 becoming major impediment to all economic developments besides a psychological barrier also," the BJP stalwart observed.
Talking about the resolution passed at the meeting, the BJP leader said it thoroughly expresses the party's dissatisfaction with the Centre's policy towards the border state.
"The problems in Jammu and Kashmir even 63 years after independence are due to the approach and attitude of successive Congress governments at the Centre," Jaitley said.
The Rajya Sabha MP said these "weak policies" had made separatists think their hope was a "realizable reality".
The party said a working group under C Rangarajan earlier had not achieved much.
"Suddenly a new idea of interlocutors was born but they decided to hold dialogue through the media.... 'adhoc proposals' like setting up of commissions, working groups and interlocutors as time buying exercises only encouraging the political conspiracies to weaken the constitutional and political union with India, Jaitely stressed for making clear distinction between the average and separatist people in the state to stet the things right.
He referred silent dialogue initiated by Home Minister P Chidambaram turning into the dialogue through media as an 'apparent indicator about Centre having run out of ideas.
"The government seems to have run out of ideas," Jaitley said, scoffing at the government for experimenting with new moves which have not borne any worthwhile results so far.
Maintaing its line, the party also demanded that the Armed Forces Special Powers Act should not be diluted. It also states that the common people should not be harassed.
The BJP resolution, Jaitely reiterated , states that the "erroneous" vision of Nehru on Kashmir and granting special status to the state under Article 370 as the reasons for the current problems there.
"Article 370 means the Centre has very few powers," Jaitley said, adding that it weakens Jammu and Kashmir's links with the Centre.
"It has prevented investment in the state and is a psychological barrier," he said, adding that the resolution demands scrapping of Article 370.
The BJP has usually downplayed its stand on Article 370 due to compulsions of coalition politics as several NDA partners do not see eye-to-eye with the right-wing party on the issue, he said responding to a query.
Attacking Pakistan for the problems in Kashmir, Jaitley said that when it could not match India in conventional military strength, it resorted to terrorism and a proxy war. The BJP leader also mentioned Pakistan's involvement in Kashmir affairs as its 'unfinished and incomplete' agenda based on violence to keep the state simmering in discontent.
"Pakistan's conventional war was followed by terrorism and proxy war in the region that added into the instability of the state, he observed .
"After 9/11, the global efforts for accepting terror receded ,rather came to an end," the senior leader said.
He asserted that the resolutional so focusses on the fact that resorting to violence in the Valley is a strategy of the separatists and should be dealt with severely.
Criticizing the Government for having discriminatory attitude towards Jammu and Ladakh regions, the BJP leader called for setting up Regional Councils for the equitable economic development of these regions. These Councils needed to be empowered with full financial powers to ensure equal distribution of funds for development works.
