BJP adopts tough stand, snubs interlocutors

JAMMU, Dec 24: The national BJP yesterday adopted a comprehensive political resolution on Jammu and Kashmir explaining its point of view and criticizing the Congress-led UPA Government’s approach towards the troubled state. The resolution, in particular, held the Congress responsible for all the troubles in the state and enunciated its three-point solution to the problem facing the state.
The resolution, among other things, described the Nehruvian approach to the state as the mother of all ills. The BJP resolution was not just critical of Pakistan and Kashmiri extremists and separatists, but it was also highly critical of the New Delhi-appointed three interlocutors and their activities. Regarding Pakistan and Kashmiri militants and separatists, the resolution suggested a very tough line to deal with those creating troubles in the state. It said that Pakistan considers the state as part of the unfinished agenda of partition and urged New Delhi to reformulate its Pakistan policy accordingly. The BJP adopted this posture despite the fact that it was the BJP-led NDA Government that had started “peace process” with Pakistan. Likewise, the BJP suggested that the authorities must differentiate between the extremists and common Kashmiri people and deal firmly with the former. In other words, it urged the authorities to be compassionate while dealing with the common Kashmiri people and stern while dealing with the extremists and separatists.
As for the interlocutors, the resolution dismissed them as controversial. It took them to task for speaking too much and airing controversial views. It also suggested that the interlocutors must not knock at the doors of the Kashmiri extremists. At the same time, it said it would not mind an engagement with the Kashmiri separatists provided they themselves come forward for discussion. Very importantly, the resolution vehemently opposed any kind of concession to the Kashmiri extremists and militants saying any concession to them would weaken the Indian State and strengthen the anti-India forces and this was utterly unacceptable. Equally significant was the stand of the BJP on the return/rehabilitation policy that was adopted recently by the National Conference-Congress coalition government aimed at inducing the Pakistan-based Kashmiri militants and extremists to return to Kashmir. Its argument was that their return and rehabilitation would prove counterproductive.
The BJP was equally critical of Chief Minister Omar Abdullah. It said in unambiguous terms that the Chief Minister crossed the line when he raked up the accession/merger issue and asserted that the state shall ever remain part of India, come what may, and that the Indian Constitution does not provide for the state’s secession from India on any ground whatever. It asked the Chief Minister to refrain from raising controversial or the already settled issues and made it loud and clear that the Indian nation. It told everyone in the state that the BJP was against any such policy that has the potential of compromising the Indian position in Jammu and Kashmir. “The BJP believes in the unity and territorial integrity and it shall not allow anyone to undermine the Indian sovereignty in Jammu and Kashmir,” it, in fact, said.
The BJP, in addition, rejected out of hand the demand seeking withdrawal of or an amendment to the Armed Forces Special Powers Act (AFSPA). Its argument was that any change in the AFSPA would not just demoralize the security forces and weaken the Indian war machine in the state, but would also help the Kashmiri extremists further their nefarious designs. In fact, the BJP identified itself completely with the Army and denounced all those vouching for demilitarization of the state. It expressed the view that the “Army and paramilitary forces have been fighting splendidly in the militant-infested areas” and the “need of the time is to strengthen our security grid, and weaken it.” (TO be continued)
