Gaddis, Shippis call on interlocutors, spl task force chairman | | | EARLY TIMES REPORT JAMMU, Dec 27: In memoranda submitted to the interlocutors and chairman, special task force on Jammu, gaddis and shippis have highlighted their plight and brought to their notice the alleged discrimination meted out to them by successive state governments. The memoranda were submitted by All J&K Gaddi/Shippi Congress Cell state president Suril Singh Uttam. He stated that though the two communities were scheduled tribes based on their traditional occupation, they had been deprived of the privileges guaranteed under the tribal plan in the state. Even scholarships to the Gaddi/Shippi students had been stopped by the government, he informed. Suril said even as the two communities had a population of over 4 lakh in the peripheral and pastoral areas of Jammu region, there had never been a representative of theirs in the state legislature. While the gaddis and shippis were under-developed ignored in every sphere, their counterparts -- Gujjars and Bakkerwals -- enjoyed all benefits, including representation in the state legislature, he added. He said the Gujjars and Bakkerwals had a special reservation quota in government jobs and an advisory board for their develoipment. Suril said since gaddis and shippis resided in the mountains, militancy had badly affected their culture and traditional ways of livelihood. He also said their communities did not support the seccessionist ideology.
