CM’s SKEWPY fails to address J&K's unemployment woes

JAMMU, Dec 27: Chief Minister much hyped "Sher-e-Kashmir Employment and Welfare Policy for Youth (SKEWPY)" has failed to redress issues of unemployment, beggar, hopelessness and despondency among youth of Jammu and Kashmir.
The policy has died slow death and is in real terms nowhere in existence. Youth are being made to run from pillar to post both by government agencies and banks involved in the implementation of policy which is considered brainchild of Chief Minister . Even the officials who have been designated to execute the policy accept that the policy is no solution to the ever increasing menace of unemployment in the state.
They affirm that with proper industrialization still a distant dream, employment policies are unlikely to bear fruit. "Bring economists from any part of the world and ask them to frame employment policy for Jammu and Kashmir. I am sure; they would find it extremely tough to formulate a fitting policy. Problem is decimal scene of investments and absence of a robust private sector both in Jammu and Kashmir regions," said an official seeking anonymity.
He added that J&K has huge number of unemployed and most of the people in Kashmir are underemployed, who are working in positions much lower than their abilities and qualification. According to a news report which appeared recently in a local daily, in Jammu district alone 57,365 people had registered themselves for availing benefits of SKEWPY. The report claimed that only 586 youth had taken benefit from this policy.
While the figures are not available for Kashmir region, but official sources do maintain that scenario is equally dismal in that region also. They assert that policy has failed to cater to the expectations and is now known more for its complexities and less for claims which CM had made while launching the policy. Urban elite managed loans from the banks while those from the rural areas can be seen roaming around bankers and government officials with folded hands.
It is pertinent to mention that days before the official launch of SKEWPY, long queues of youth were seen at the employment exchanges. Unemployed youth hoped to reap benefits out of it. However, despite rectification, the policy has failed to cater to the youth of the state. And as far as government is concerned, it always blames the salary bill of its huge workforce for financial ill health of the state.
Realistically speaking, government is right. More than Rs. 40 out of every hundred which the state spends is devoured by employees. It puts a lot of money in the pockets of a few lakh families leaving little for development or schemes targeted at people other than government employees. However, the state is also to be blamed for the mess. It has employed around one lakh people in the police leading to a police public ratio, eight times the national average.
If Rahber-e-Taleem, Rehbar-e-Ziraat, the rehber-e-almost everything and police SPOs are not underpaid and exploited, then who is? Working on a salary of Rs 1500 to 3000 a month, they are promised regular jobs within five to seven years. However the regularization is not guaranteed even then. Keeping the people underemployed and dependent has almost become a norm in Jammu and Kashmir and the democratically elected government doesn't see anything wrong in it.
