CM off on vacation, ministers busy with 'other' engagements
Irregular presence of ministers makes Sectt functioning casual......?

Jammu, Dec 27: After a hectic schedule of District Development Board meetings which were held in a marathon manner, the Chief Minister Omar Abdullah is off to London to spend some time with family on year end. In fact it has been son Omar's routine every year to celebrate Christmas with mother in her home town. And this year, perhaps it is a 'well deserved' holiday in the backdrop of turbulent times he faced in tackling and handling the long drawn unrest in Kashmir Valley this summer.
So far so good. Understandably, it is quite natural for all human beings to take some rest, rather breathing time to get further engaged in the 'tiring' schedule of normal business of governance.There will of course be no significant activity related to functioning of the NC led coalition government until he returns, probably not even the weekly cabinet meeting whcih would have normally been tomorrow or day after. His return, according to sources, is expected within a week's time. In other words, the Chief Minister will resume his work most likely from next Monday.
While CM is away, the scene back home,in his absence particularly at main seat seat of Governance Civil secretariat is not all that is what is desired. In fact, it has not been so even during his presence in the state at either of the two state capitals. Almost all the ministers have been quite irregular in attending their offices for the last two weeks. "It has never been a 'complete quorum' of the ministers in the Secretariat in Winter capital since Durbar came here........even those who have managed to register presence more often than not, too stay for few hours", said an official working in the Secretariat. As a result, the hierarchy of officers down the line has also been playing truant, many of them 'genuinely' busy with off the Secretariat engagements of their concerned ministers.
Interestingly, however, it has been a sort of 'exceptional' day today at the Secretariat after so many weeks when many, if not all, both senior and junior ministers came to their offices.While some of them stayed for the day, a couple of them came back in the evening and stayed there till late in the night. "For two to three senior ministers it is a normal routine to come back in the evening and stay in their chambers till late hours .......but that schedule is not for every day", said the official. Now, the thick presence of ministers today, quite apparanetly attracted a thick crowd of visitors almost entire day, which was not seen so during the past two weeks as most of the ministers including Chief Minister himself remained away in Kashmir busy with the Board meetings.
The moot question remains will this momentum of thick presence and some serious business or for that matter the hustle and bustle of avtivity of visitors that was witnessed today be sustained in days to come.....? One hopes and wishes the answer in affirmative. But 'practicality' and past experience suggests that may not happen. Practicality, in the sense that a 'sizable' team of Congress ministers will remain busy with the 'grand' political rally which has been organised tomorrow at Jammu in connection with closing functions of 125th year of Congress celebrations. In fact some ministers have been busy with preparations for this gala political show to be, with presence of PCC chief Prof Saif-u-Din Soz and some leaders from outside the state.
A number of ministers for quite some time have either been busy in different parts of Kashmir or Jammu with a spree of inaugurations and other such related functions that have not much to do with delivering good governance or their normal functioning. In normal course two to three ministers remain away with their scehduled duties of attendeing Summer Secretariat at Srinagar. All these off the Secretariat engagements of ministers have lent an air of ' non seriousness' in the working of departments and officials within the premises. An order issued sometime back by the coalition government itself directing presence of bureaucrats and senior officials to be in the Secretariat and the timings they are required to follow in meeting/attending the visitors has till now been followed in breach.
