Rights panel indicts soldiers of seven RR in gangrape case

Srinagar, Nov 7
Jammu and Kashmir State Human Rights Commission (SHRC) has indicted unidentified soldiers of seven Rashtriya Rifles (RR) for gangrape of a woman in Anantnag district and recommended trial in the case and a compensation of Rs 75,000 to her.
The subject matter at hand is clear with respect to gangrape by troops of seven RR during the night of October 11, 2004 upon the victim hailing from Mattan area, SHRC said in its judgment.

The Commission recommended to the government to give cash compensation to the woman and the case be sent for prosecution (of the accused) before the court of law.

SHRC, which took suo motu cognisance of the incident, also received a letter during hearing in the case from acting programme director of Amnesty International, Catherine Baber, on December 10, 2004, referring to the crime.

After the Commission sought a report, the Kashmir Inspector General of Police detailed police investigations in the case and also statements of eyewitnesses that allegedly confirmed the gangrape.

The report however said the identification of accused Army personnel from Panchalthan camp was yet to be ascertained.

The matter had been taken up with the Commanding Officer of seven RR for providing nominal roll of Army personnel, the report said, adding the unit had not forwarded the requisite roll to police till date.
