| Government to increase monthly stipend of handicapped persons: Samoon | | | Srinagar, November 7 The number of handicapped persons has exceeded the magic figure of 3 lakh and State Government plans to increase the stipend of handicapped persons from next financial year, even as all handicapped persons are being brought within the purview of Government assistances in compliance of the directions of State High Court. Disclosing this during an interview to a local news agency, Secretary to Government, Social Welfare Department, and Dr Asghar Hassan Samoon said State Government is drafting a plan for increasing the stipend of handicapped persons, which will be sent for approval to State Government very soon. Revealing that the issue of increasing stipend of all handicapped persons and widows is under the active consideration of State, Samoon said the annual plan is being increased by 21 crores for this purpose and sanction will accorded to the proposal during the next budget session in state assembly. Saying that an important meeting is being convened on November 8 in this connection, Samoon further said that Central Government has accorded sanction to some new projects for the welfare of handicapped people and funds are being released for implementing the said projects very soon. Saying that of 1lakh militancy victims, 50,000 affected people are being provided monthly financial assistance, Samoon assured that the financial assistance would be extended to other people from the month of October, 2006 very soon. Promising quick disposal of the pending cases in compliance of the directions of State High Court, Samoon said department of social welfare has already started registration of handicapped persons at district levels to bring them within the purview of financial assistance of the state Government. Disclosing that rules for registration of handicapped persons have been framed by State Government way back in 1998, he said Chief Medical Officers have been authorized to issue such certificates. He also said that proposal for construction of an old age home in collaboration with a Non Governmental Organisation in Srinagar is being sent for approval to Central Government and simultaneously instructions for effective implementation of the orders issued for 50% rebate in bus fares to Regional Transport Officers (RTOs), Traffic Police and Special Mobile Magistrate have been already issued.
