Abrogation of Art 370 constitutional impossibility: Rather | | | EARLY TIMES REPORT Jammu, January 03- Castigating those who misled people by demanding abrogation of Article 370, the Minister for Finance and Ladakh Affairs, Abdul Rahim Rather said abrogation of this Article was constitutional impossibility and a mere propaganda. He said even former Prime Minister of India, Atal Behari Vajpayee while addressing a gathering at Srinagar had publically made it clear that abrogation of Article-370 was not possible. Referring to the burgeoning un-employment problem, Rather said despite heavy financial constraints thousands of new vacancies are being created in public sector to provide job avenues to the educated youth. He said Oversees Employment Corporation has starts its search to identify jobs for youth of the state in the oversees job market and hoped that coming years would be prosperous moments for our youth. He said Entrepreneurship Development Institute (EDI) is in its full gear to prepare skilled manpower in tune with the world job market and advised the youth to take full benefit of this institute for shaping their destiny.
He was addressing a public gathering, after inaugurating a newly constructed treasury complex at Mandi in border district Poonch today. Vice-Chairman, Pahari Speaking Welfare Board, Muhstaq Ahmad Bukhari, Vice-Chairman, Gujjar & Bakerwal Welfare Board, B. A. Naaz, MLA, Poonch, Aijaz Jan, Director General, Accountant and Treasures, G.M. Bhat and District Development Commissioner, Poonch, Kuldip Raj Khajuria were also present on the occasion. The newly setup treasury at Mandi is 5th treasury in a row inaugurated by the Finance Minister in various remote areas of the State during the current fiscal so far to provide comfort to the people residing in hilly and topographically difficult areas, where they had to foot about 20 to 30 kms to reach the nearest available treasury for transactions. He said that the opening of treasury at Mandi did not come under the norms but was sanctioned by the Cabinet as a special case keeping in view the backwardness and rugged terrain of the area. Other such treasuries include treasury at Dacchin in district Kishtwar, Tai-Suru in Kargil, Kunzar in Baramulla and Langat in Kupwara. The Minister said that the government also endeavours to provide adequate and improved infrastructure for the state treasuries, adding that construction of treasury buildings at Gool, Mahore, Gulabgarh Paddar in Jammu division and Shopian and Tangmarg in Kashmir division have been taken-up in this regard. “Apart from creating improved infrastructure, efforts are underway to put in place information technology in the functioning of state treasures,” Rather said, adding that computerization of 11 district level treasuries has been taken in hand and a detailed project report framed for computerization of all other state treasuries under National-e-Governance plan at a cost of Rs. 27 crore. He said a new Treasury software namely integrated Finance Management system (IFMS) is in final stage of development through State unit of NIC.
