SKEWPY a pragmatic solution to unemployment problem: Rather | | | EARLY TIMES REPORT JAMMU, JAN 4 – Highlighting the significance of Sher-i-Kashmir Employment and Welfare Programme for Youth (SKEWPY) as a flagship programme of J&K on employment, the Minister for Finance and Ladakh Affairs, Abdul Rahim Rather today urged for disseminating maximum information about the scheme on a massive scale. He asked the concerned implementing agencies to reach out to the youth at their doorsteps to widen scope of the programme for optimum benefit of un-employed youth Chairing a high-level meeting convened here today to review the progress of the programmes envisioned in the SKEWPY, Rather said it was absolutely necessary to bring youth of the far-flung and remote areas in the ambit of the programme, adding, it has tremendous potential for providing dignified and lucrative job avenues.
The Minister for Labour, Employment and Higher Education, Abdul Gani Malik, Advisors to Chief Minister, Mubarak Gul and Davinder Singh Rana were also present. The meeting among others was also attended by the Chief Secretary, S. S. Kapur, Commissioner/Secretary Finance, Sudhanshu Panday, Chairman, Jammu and Kashmir Bank, Mushtaq Ahmad, Secretary Technical Education B. A. Runiyal, Secretary, Labaour and Employment, Farooq Ahmad Peer, Director Entrepreneurship Development Institute (EDI) Dr. M. I. Paray and Director Employment, Shafat Noor. Rather also called for re-structuring different self-employment schemes, being implemented by various departments directly, to make these more viable and extensive in coverage in order to meet the targets fixed under SKEWPY. The programme envisages creation of 30,000 Self-Employment opportunities in the State annually. The meeting was informed that Directors of J&K Entrepreneurship Development Institute and Employment Department have developed model Draft Project Reports (DPRs) which would be posted on the website of SKEWPY, being launched shortly. These DPR modules shall become the basis for preparing the DPRs of the individual beneficiaries and would also save the first generation entrepreneurs from spending hefty sums of money on preparation of DPRs by the private consultants. The Advisor to Chief Minister, Davinder Singh Rana urged for making the website of SKEWPY interactive as well as informative whereas, Chief Secretary called for making the website user friendly which can in real teams address concerns of the entrepreneurs effectively.
