Govt.gearing up for tackling stone throwers | | | When a group of children were playing beside a pond they started pelting stones on the frogs that kept on jumping,out of pleasure,in the water."What is play to you is death for us,"some of the frogs told the boys.The boys did not listen and kept on hitting frogs with pebbles and within half an hour's play the water of the pond turned red.And the children playing beside the pond were none but the separatists and militants and the frogs pleading for mercy were none other than the police,paramilitary forces and the innocent civilians who were injured in heavy stone pelting during the five-month long civilian strife in the Kashmir valley.And if one believes in the figures dished out by the Police Chief,Kuldeep Khoda,one is pained to see that over 90 civilians were killed and 545 others were injured.In all most a tit-for-tat exercise as many as 2828 policemen and 1351 CRPC personnel were injured in stone pelting.What was the result of the stone pelting and clashes ?Nothing concrete even though separatists wish to keep the morale of their supporters high by saying that the civilian strife had brought the Kashmir issue on the centre stage.Atleast people know it that the issue has not gone to the backseatt any time during the last over 21 years. In fact the high rate of injuries to the security personnel was the result of two factors.First,they were neither mentally not physically prepared,trained and equipped for dealing with stone pelting by the teenagers who had trained themselves in targeting police and paramilitary forces.Secondly,the security forces were under strict orders that they should use minimum force while dealing with the stone pelting crowds and that could have been one of the reasons for 59 security personnel having become disabled after receiving serious injuries.In all 207 teenagers involved in stone pelting had been arrested and out of them 55 have been booked under the Public Safety Act.Khoda has rightly blamed the separatists for having fuelled and funded the civilian strife because they have been seen and heard repeating their calls for shutdown and protest rallies.And the Police Chief has made a new disclocure that the separatists and the militants were getting funds through cross-LOC trade and from other sources.If Khoda's statement is to be believed that means the Pakistani traders may be directing traders in Kashmir to pass on some percentage of the money earned from the sale of imported goods to the separatists.Such activities are not new as far as funding the separatists and militants in Kashmir is concrned. At one stage export of carpets and other handicraft items to foreign countries also was used to fund the separatist activities in Kashmir.Official sources have stated that whatever goods were exported to the foreign countries they were overharged and the excess money was to be transferred to the militants and separatists.It is a well-knit chain and Khoda has claimed that some of the channels,that had been transferring funds to the separatists,have been blocked.Reports received by the Govenment indicate that the separatists plan to engineer the summer time civilian strife and stone pelting either from the spring or from the ensuing summer season to force the Government of India to make the composite dialogue for settling the Kashmir issue purposeful and result-oriented.It is in this connection that the state police authorituies have decided to keep five battalions of IRP,raised recently,deployed for dealing with stone pelting incidents.The personnel of these five battalons would have the kit,the dress,the equipment and weapons required for dealing effectively with the stone throwing crowds.Special training programmes were to be organised and the weapons used for dealing with the stnoe pelting teenagers were to be different from the one held by the police and the paramilitary forces.These weapons will not be as lethal as the one used by the police and the paramilitary forces while dealing with militants.Yes,an effective machanism has to be evolved for dealing with such agitations and uprising so that there was no heavy loss of life and property.(eom)
