| Court rejects bail application of Xen involved in pipe purchase scam | | | Jammu, November, 7- Special Judge AntI Corruption Kashmir Mr. Suresh Kumar Sharma today rejected the bail application of Abdul Aziz Kashmiri, the then Executive Engineer Bandipora allegedly involved in purchase of pipe specials to the tune of Rs more than 72 lakhs. In the much publicized purchase scam in which Abdul Aziz Kashmiri the then Executive Engineer Bandipora, who retired in July last was arrested by VOK on November 3, 2006. According to vigilance case the accused Abdul Aziz Kashmiri the then Executive Engineer Bandipora placed orders for supply of pipes for an amount of Rs 72,89,455/- with three suppliers namely Dar Mechanical Engineering Works, M/S Mir Construction Company and G N Tantray of Bandipora. It is alleged that he had entered into a conspiracy with them to cause unlawful loss to the State. The supply orders in pursuance to the conspiracy were highly placed than the required quantity. Storekeeper Saif-ud-Din Mir and supplier Naseer Ahmed Mir in furtherance of conspiracy received small number of pipes and issued fictitious GRS for the same. The said storekeeper fraudulently adjusted the pipes actually not received by showing excessive issuance of pipes. It is further alleged that Executive Engineer in violation of departmental rules and regulations did not project the demand of the pipes and pipe-specials required for his division to Chief Engineer PHE. It is alleged that the supply order placed with accused suppliers were neither registered dealers for pipes and pipe specials nor had CST/GST registration. With these observations Court rejected the bail application of Executive Engineer. J NF
