The dedicated CRPF at the receiving end -- I | | | NEHA EARLY TIMES REPORT JAMMU, Jan 11: The secessionist and communal violence gripped Kashmir in the late 80s. Immediately thereafter, things assumed alarming proportions in the Kashmir Valley and its adjoining areas. It was the immediate fall-out of the failure of the irresponsible political leadership of the time. For, instead of taking on the extremists and Pakistani Inter-Service Intelligence saboteurs, the political leadership of the time bungled and behaved in a fashion that only helped the separatists' cause as well as the cause of Pakistan in Kashmir. In fact, the early 90s witnessed the situation in Kashmir going out of control. Convinced that the state's political leadership at the helm had utterly failed to discharge its obligations towards the state, the nation and the people, the Union Government intervened. It not only used the services of the Army for tackling the situation that had been going from to worse with each passing day, but also inducted paramilitary forces, including the CRPF personnel, in the militant-infested areas. The objective was the same: Eliminate the scourge of terrorism, communalism and separatism and save Kashmir for India. As expected, the Army and the CRPF played the role the situation warranted. In the process, hundreds of our dedicated soldiers and CRPF personnel lost their precious lives for the cause of the country and in order to defend its sovereignty and integrity. Such was the role of the Army and the paramilitaries that peace was restored in Kashmir, with the Union Government holding elections to the Lok Sabha and the state assembly in 1996 in a peaceful manner. Not a single violent incident took place during the elections. It was all because of the great and commendable role of the Army and the paramilitary forces. The establishment of a popularly elected government in the state led everyone to believe that the political leadership would behave in a responsible manner and do its best to rein in and isolate extremists and separatists. It did not happen. Instead, the so-called mainstream leaders belonging to the NC and the PDP behaved in a fashion that only provided oxygen to the otherwise defeated, humbled and isolated separatists and communalists and the result was what we have been witnessing since 1996. The Union Government also bungled. Instead of taking on the controversial political leadership in Kashmir, it hobnobbed with it, virtually endorsed its viewpoint that the political status of the state was yet to be determined and did its best to undermine and question the otherwise splendid role of the Army and paramilitary forces to pander to communal and separatist forces. The situation has now climaxed to the point that the state government, ably backed by the Union Government, has set up an inquiry commission to look into the role of the CRPF and find if the CRPF personnel are guilty of killing "innocent" civilians (read dreaded anti-India elements and stone throwers). And, this outrageous action despite the fact that the political leaders at the helm are alive only because it is the Army and the paramilitary forces which have provided them a foolproof security cover. What is even more frightening is the fact that one who is the chairman of the inquiry commission is the one who has aired views that indicate his bias against the security forces. The chairman of the Commission had, it may be noted, told the correspondent of a Kashmir-based English language daily on July 30, 2010 that "as the chairman of State Human Rights Commission I condemns excessive use of force on the protestors. Opening bullets on unarmed protestors even if they are pelting stones is unjustified…" This statement was also coupled with a suggestion that "his statement should come as the SHRC head."
