| Now onwards, state will have budget in winters | | Chitambaram appreciates Azad’s decision | | Jammu / New Delhi, Nov 8 Chief Minister, Ghulam Nabi Azad called on Union Finance Minister, P. Chitambram at New Delhi today. Chief Minister informed the Union Finance Minister about the intention of state government to pre-pone the passing of state’s budget in the state legislature in order to better utilize all the seasons for execution of developmental works in the state of Jammu and Kashmir where varied climate exists. The Finance Minister appreciated the endeavor taken by state government in this behalf and also appreciated the speed with which the state government is working for creation of development infrastructure in the state which was destroyed during the peak period of militancy. Azad was accompanied by State Finance Minister Tariq Hameed Qarra, Chief Secretary C. Phunsog and top brass of the state administration. The meeting also reviewed implementation of Prime Ministers Reconstruction Programme. The Union Finance Minister was informed about various Mega Projects, which have been taken up under Prime Ministers Reconstruction Programme and are being executed in a time bound manner. The Chief Minister also expressed that besides the long term power projects approved under Prime Ministers Reconstruction Programme, the short term power projects may also be taken up so that state government is able to become self sufficient in power generation very soon. He also informed the Finance Minister that the 400KV Transmission Line has been charged which will serve as an alternative route for transmitting electricity to the valley as existing transmission lines are vulnerable to snow avalanches. The meeting also discussed special plan assistance, which has been liberally sanctioned by the Central Government. Chief Minister desired that the funds may be released on regular basis within prescribed time frame so that all works taken up under special plan assistance are completed within targeted period. Mr. Azad informed Mr. Chitambaram that introduction of Double Shift system has yielded fruitful results and the work on various, roads and other public facility units have not only been completed in time but in various cases accomplished before prescribed target period. He expressed his gratitude for liberal funding form the central government, which helped the state to take up major public utility works. The meeting also discussed the long term package of creation of infrastructure in earthquake hit areas. Chief Minister was assured that central government will release all the funds approved for the purpose. Earlier the top brass of the state administration led by Chief Secretary Mr. C. Phunsog met Planning Commission of India and informed it about the steps taken by the state government for pre-ponement of state budget by legislature which was accordingly appreciated by the planning commission. |
