J&K govt unable to utilize funds properly: Harshdev | | | EARLY TIMES REPORT JAMMU, Jan 15: Working chairman of Jammu and Kashmir National Panthers Party (JKNPP) Harshdev Singh today said that he was keenly awaiting for budget session of the state legislature so that he could highlight problems of people of the region of Jammu on account of continued discrimination. Harsh said that since the number of Assembly constituencies in the Jammu region was less than the number in Kashmir valley, he would again seek amendment to the state constitution so that a fresh delimitation commission was set up for reversing raw deal given to Jammu. He said that unless the numbers of Assembly segments in Jammu region were not raised, Jammu will continue to face discrimination in the devolution of funds, political power and share in state services. Harsh Dev said that schemes under National Rural Health Mission, Sarva Siksha Abhiyan, Bharat Nirman, JNNURM, Urban Infrastructure Development scheme were not being implemented properly. He said delay in implementation of these projects meant underutilization of funds which had the potential of forcing people to face added miseries and discomfort. Harsh Dev said that if the present political arrangement was allowed to continue, state of Jammu and Kashmir would further slide on the scale development and corruption. He said that worst example of the collapse of the state government was its failure to resolve problem of unemployment even after having framed its ambitious employment policy over a year ago.
