JKNPP alleges violations of norms in police constables recruitment | | | EARLY TIMES REPORT Jammu, Jan 15: Jammu and Kashmir National Panthers Party (JKNPP) on Saturday condemned the alleged violation of norms, procedures and recruitment rules in the recently held recruitment rallies of police constables in different parts of the Kashmir valley. In a press statement issued here, working chairman and MLA JKNPP, Harsh Dev Singh said that the recruitments were held in “contravention of the constitutional guarantees” as stipulated in Article 14 and 16 of the constitution for the purposes public employment. “The Article 14 and 16 of the constitution envisaged provision of wide publicity to the selection process through issuance of advertisement notices in leading newspapers, opportunity of participation in selection process to maximum eligible youth and holding of selection process on the basis of established criteria and stipulated norms,” he said. He added that in the recent recruitment, all norms were thrown to the winds and selections were made in the “most arbitrary and clandestine manner” without observing the rules and legal provisions on the subject. “Such illegal and clandestine selections have been made in the recent past also purely on extraneous and political considerations in the places which were identified on pick and choose basis. There was nothing objectionable in holding recruitments in Kashmir as long as the selection process was transparent and a uniform recruitment drive was initiated in other districts of the state as well,” Singh maintained. Urging the Governor to take cognizance of all such irregular selections, the JKNPP leader demanded a “fair deal” to all eligible candidates with directions to hold such selections as per recruitment rules and also covering all the 22 districts of the state. He further urged the Governor to call for the record of all such selections and review them in view of gross constitutional and legal infirmities and irregularities and also in view of resultant resentment amongst eligible youth. He also made a fervent appeal to the State High Court to take Suo motto cognizance of the gross abuse of the process of the Law in the matter of public employment by the State Govt. Singh further expressed concern over the non release of the selection List in respect of the selection process of police constables conducted and completed in 2009 in various Districts of Jammu region. He regretted that whereas the results of bonefide selection processes were being with-held for years together, the state government had set the dubious trend of holding on-spot recruitment rallies so as to benefit the selected few as per the “whims and fancies of the rulers”. Cautioning the government to refrain from the policies of “bias and prejudice”, Singh called for a fair deal to the unemployed youth of the State with provision of equal opportunities to all.
