CM talks of dialogue with separatists | Optimism or wishful thinking? | | EARLY TIMES REPORT Jammu, Jan 15: The Chief Minister today said with authority that the separatists would come to the negotiating table. Political circles have termed Chief Minister's optimism as wishful thinking. A similar statement was made last year at a time when the Valley was up in flames. That time it had been stated that `influential persons' were out to woo the separatists. However, nothing moved. But then the situation was different. Even the moderate faction of the Hurriyat Conference led by Mirwaiz refused to talk to a delegation from India. The angry youth even torched the effigy of Hizbul Mujahideen Chief, Syed Salah-d-Din when he issued a statement on the last year's agitation. Even Syed Ali Geelani was severely criticized. The situation, he Chief Minister and the Director General of Police (DGP) believe has undergone a favorable change. According to them things are moving in the right direction. But a question arises. Who will talk, what and to whom? Is New Delhi ready to give some concessions? New Delhi's nominated interlocutors on Jammu Kashmir submitted their report to the Union Home Minister. They made clear that no mention had been made about change in nomenclature of the posts of Governor and the Chief Minister. To put it plainly they have made no mention of autonomy in their report. On the contrary they suggested scholarships and a humane attitude by the men in uniform. Can anybody among the separatists get involved in a dialogue with government of India at this juncture without compromising his credibility? And even if it happens what will be the outcome and what will change? Will it serve any purpose? While it remains to be seen as to what made the Chief Minister issue such a statement and that too with authority, the chances of engaging the separatists in a dialogue in near future seem quite bleak. Interestingly the Chief Minister is averse to Hurriyat leaders' engagement with visiting Parliamentary delegations. He wants them to talk to the nominated interlockers on Jammu Kashmir. But have they anything to offer? The separatists know the Union government has yet to take a decision on their terms of reference. |
