CPI (M) calls for troop reduction in J&K

SRINAGAR, Jan 16: Troops in Jammu and Kashmir should be cut in proportion to waning militancy in the state, as substantial withdrawal of forces will have a positive bearing on creating a conducive environment, the state unit of CPI(M) today said.
"Official claims about decline in militancy related incidents and reduction in infiltration, necessitates befitting response in the shape of reducing presence of forces to restore confidence of people," CPI(M) state secretary, Mohammad Yousuf Tarigami said in a statement.
Welcoming the Union Home Secretary G K Pillai's announcement of reducing the strength of security forces by 25 per cent during the next 12 months, Tarigami said the time was ripe for the Centre to reduce the footprints of forces in the trouble torn State.
Asking the government to denotify all safer districts and areas declared as disturbed, he said that "by doing so, AFSPA (Armed Forces Special Powers Act) will be automatically rendered redundant in such areas." He said, "This should be done without any further delay as it was within the competence of the State government and in line with the eight-point package announced by the Centre few months back."
Communist leader, a three time MLA from Kulgam in south Kashmir, said Public Safety Act (PSA) needs to be amended to strip off its harsh provisions, which are in contradiction with civilised norms and democratic principles. "Succession of arrests taking place under the PSA in the present form is violation of the rules itself," he pointed out.
Favouring issuance of multiple entry permits for all the citizens of the state, Tarigami said free movement of people and trade across LOC will serve as a potential confidence building measure and facilitate people to people contacts as well as education tours, pilgrimages and cultural exchanges.
