Man dies after swallowing "capsule" in police custody
Family alleges he died custodial death; Bhalla acts as trouble shooter

JAMMU, Jan 16: A street vendor died under mysterious circumstances at the Janipura police station here Saturday night.While police claimed he died after swallowing a capsule, family alleged he died because of police torture.
The deceased Vijay Kumar, son of Milkhi Ram, hailed from Bajwal, Raipur Satwari.
Following protests by the angry family members and relatives, Vijay's wife was given the job of a SPO in police department. A probe by deputy commissioner was also announced.
SDPO Bakshi Nagar, DSP S D Chouhan said Vijay, wanted in a theft case, was evading arrest for the past one month. As he was hiding at Katra, police took the help of his two friends to apprehend him, he added. He said when a team of Janipura police station laid hands on him at Katra, he immediately swallowed a capsule.
He was, however, brought to the Janipura police station where he complained of pain in stomach. Soon thereafter, he was taken by cops to the GMC hospital where doctors pronounced him brought dead, the DSP added.
However, when his family members came to know about his death, they came to the GMC hospital mortuary and held a strong demonstration. They disputed the police claim, alleging that he was killed in police custody. They alleged that he was picked up by policemen in mufti from their residence at Bajwal on December 22 last and had been tortured to death. After the post-mortem was done, they took the body and placed it in the middle of the Tawi bridge at Raipur Satwari, holding anti-police demonstration.
Tempers, however, cooled down after cabinet minister Raman Bhalla visited the spot and announced that the matter would be got investigated by deputy commissioner. Vijay's wife was also given appointment order of SPO. The demonstrators later dispersed and consigned the body to flames as per religious rites.
