CM reviews security scenario in Unified Headquarters meeting
Troops cut a rallying point for 'dialogue with separatists'. …..?

JAMMU, Jan 16: Even as the furore over contradictory statements emanating from Home Ministry and Defence Ministry is far from having subdued in the media and political circles, the Chief Minister Omar Abdullah today chaired Unified Headquarters meeting here and reviewed the security scenario in the State. It was however a routine meeting held after regular intervals to have a review of the security environment in this sensitive state.
The Chief Minister is also stated to have had a detailed meeting with the General Officer Commanding in Chief Northern Command Lt. Gen. K. T.Parnaik. In this one to one meeting the latter is learnt to have briefed the Chief Minister about every minute detail related to the prevalent security situation in the entire state. This is again which can be seen as something routine and normal that happens in the course of Unified Command meetings. However, the one to one meeting, this time assumes much significance in the wake of the talk of troops reduction again gaining momentum coupled with certain contradictory remarks from the high level officials of the two ministries.
While the two ministries may or may not assert on or maintain the points they have made for over a couple of days, at the state level it has once again triggered reactions from all stakeholders. The Chief Minister Omar Abdullah is also seen raising his pitch apparently in favour of the move, which is certainly one of the biggest CBM his government has been talking about for quite some time now. The Army has its own reasons and reservations for what they contend in time not yet ripe for reduction of the troops. These sound relevant and practical for the deployment of forces along the borders for defence in general as to check infiltration, and in many rural areas still infested with militancy. But the political will gauging general mood of the masses is laying thrust on cut in the size of the troops in urban areas where militancy and militancy related incidents have registered sharp and consistent decline over the years.
It in conformity with the mood and desire of the masses, the coalition led by Omar Abdullah has been vocal about withdrawal of the forces in Urban centres in a phased manner. The assertion of the Chief Minister is also loud on this CBM as he appears to kill tow birds with one stone, of course with a larger motive of establishing peace in the state he heads and at the same time wishes to take the credit of motivating the separatists for entering into fold of dialogue. This became evident from the statements he made during the last few days exhorting the separatists to show willingness for the talks as 'time was ripe' for it now.
In today's meeting, the concerned officer might have come out with all facts and figures related to the security situation in the state viz-a-viz troops reduction, but observers have it to say that Chief Minister sees this step (of troops withdrawal from cities) as a rallying point to bring into dialogue 'mode and mood', the separatists who have already been making this demand vociferously. It goes without saying that the Government of India is also committed to take some 'visible' CBMS as promised and assured in recent past by none other than the Home Ministry. Now that may materialize sooner or later. However, as and when that happens, it will surely be a double victory in terms of taking credits for the present state government.
