Demilitarize civilian areas: Mufti | Mehbooba breaks silence to seek Kashmir resolution `NC workers are informers’ | | Early Times Report Jammu, Jan 17: The Peoples Democratic Party (PDP) president, Mehbooba Mufti today sought `permanent resolution of the Jammu Kashmir dispute and revocation of Armed Forces Special Powers Act (AFSPA). She was addressing a press conference in the summer capital today. Besides Kashmir resolution and repeal of AFSPA, a visibly angry Mufti, who chose to break her `3-month self imposed silence’ today took up issues ranging from hassle free LoC trade to transparency in recruitment. On reduction of troops and revocation of AFSPA, Mahbooba said: “The ball has been thrown clearly into the court of state government that is at a loss to even find a starting point. The recent public discourse on the issue between home and defence ministries is no source of comfort for the ordinary citizens of the state reeling under over militarization.” She added that the disaster continued to haunt the state.” No punishment to any one involved in the killing of 115 persons on the streets and in homes of Kashmir. Press reports suggest police patting its own back for the killing rather than owning up to any excessive use of force. Inquiry limited to 17 cases is an eyewash”, she said.
Accusing the government of managing the `blood drenched’ place through administrative deceit, hollow promises, distracting noises and political inaction, Mahbooba said: “ One had hoped that after the loss of 115 mostly young lives and sufferings by thousands of others and the significant developments like the All Party meeting at Delhi and the visit of All Party Delegation things would show a change at least in government approach to the problem. We had hoped that action on political and administrative levels would be initiated with urgency. And the state government would have learnt from its own two years of disastrous performance. But the government instead of relaxing the elements of siege has further tightened its arrangements and methods of repression. The feeling of despondency could be fraught with more trouble.”
Mufti said the union government’s 8 point plan of action had been observed in breach till date. “Instead of releasing political prisoners as sought by the Union government, more youth have been taken into custody.” The National Conference, Mufti said had been sucked into intelligence web as part of the security system rather than a premier political party that is charged with reflecting people’s aspiration.” Continuing her tirade against the ruling party Mufti said: “Any judicial relief is subverted by the state. The only way to escape the police dragnet is to grease the palm of NC workers who are acting as informers more than political activists.” Politicians like G N Sumjhi, Ashraf Sehrai, general Moosa, Advocate Shafi Reshi, Bar president Mian Qayoom and Advocate G N Shaheen continue to languish in jail facing obvious persecution as court orders are being flouted routinely, Mahbooba accused. “Thousands of young boys including many students have been arrested. Some of them are students whose entire career is staked as they have been framed in criminal cases.” Mahbooba blamed the government of having projected the entire people as stone pelters and terrorists. “After attaching tags of Let, paid agents and anti nationals it has defamed the youth throughout the country by issuing advisories like in Mahrashtra. This has threatened their safety in and outside the state. It has also put at risk the next tourist season as drivers from Kashmir have been particularly named as potential terrorists”, she lamented. She gave reasons for `stereotyping ‘of Kashmiris as terrorists and stone pelters by their own government. “The government uses the artificially crafted negative image of people as a cover up for its ineptitude, inefficiency and administrative failure”, she said.
On transparency in recruitment, Mufti said: “Brazen sale of government jobs has once again become a norm. Issues facing youth and unemployment not addressed at all except for finding avenues of giving jobs to NC affiliates and those paying bribe.”
The PDP president also talked about resumption of dialogue with all stakeholders, corruption, black marketing, return of water resources to the State and improvement in governance.
