Jammu leaders responsible for the neglect of Doda, Poonch & Rajouri

JAMMU, Jan 18: The opponents of the votaries of the state's trifurcation say that "this idea is still confined to Jammu and some other districts alone" and that "it has no takers in Muslim majority areas and districts of Jammu division." The critics also say that the "demand is gaining momentum in a particular section on communal lines" and that the "leaders demanding separate statehood for Jammu are of the view that the valley based Kashmiri leaders have always discriminated Jammu division in all developmental fronts." They do not stop here. They go on to assert that the separate statehood demand which (has) emerged from Jammu district has sent alarming bells ringing in Muslim majority districts, fearing repetition of 1947 like communal situation and riots in which lakhs of people were displaced and killed during the partition of the state of Jammu and Kashmir." Not just this, they also say that "all these divisive slogans have divided society clearly on communal lines" and that "history is testimony to the fact that in 1947, due to partition of the state of Jammu and Kashmir lakhs of people from both the sides of LoC were killed and displaced in the communal riots erupted that time."
The critics also ask certain questions from those demanding trifurcation or reorganization of the state. Why they want a separate state? Is their demand communal? How is it possible that Muslims of Jammu division will even think of becoming part of a state formed on communal lines? These are some of the pertinent questions the critics pose and want the votaries of trifurcation to answer.
Then they reflect on the demographic profile of Jammu province. Reflecting on the demographic profile, they say that "out of the total 10 districts of Jammu division, five districts belong to Muslim majority population like Doda, Kishtwar, Ramban, Poonch and Rajouri." They also say that "in Reasi district, Mahore and Gool Gulabgarh tehsils have Muslim Majority population." They make almost similar comments while describing the demography of Jammu, Udhampur and Kathua districts. They say that "20 to 30 per cent Muslim population is in Jammu, Udhampur and Kathua districts and none of them have ever supported any idea of dividing the state on communal lines."
They ask as to why the certain leaders are demanding status of statehood for Jammu. The answer is simple and straight. The people of Jammu province, Hindus, Muslims and Sikhs included and all Dogras, have never been treated fairly by the Kashmiri leadership that has been misruling the state and exploiting to the hilt the people of Jammu province since 1947. The fact of the matter is that the Kashmiri leaders have never considered the people of Jammu province as part and parcel of the state society. On the contrary, they have always denounced them as a millstone around the Kashmir's neck, notwithstanding the fact that they also want Jammu province to remain part of the state because they know that Kashmir would turn pauper overnight once Jammu province gets segregated from the Kashmir Valley. It is Jammu province, besides New Delhi, that meets all the financial needs of Kashmir and the Kashmiri leaders. Kashmir's cannot sustain even for a day if Jammu snaps its ties with the Valley. This is a fact and cannot be challenged by anyone.
The total neglect and marginalization of the people of Jammu province is one factor that has forced certain leaders in Jammu to demand trifurcation/reorganization of the state. The other factor is contradictions in the political perceptions of the people of Jammu province and the Kashmiri leaders. The people of Jammu province, barring some disgruntled here and there plus some agents of the Kashmiri leadership in Jammu, want total integration into liberal and democratic India. On the other hand, the Kashmiri leaders want to sever all the ties between the state and New Delhi. They want a dispensation that is outside the Indian Constitution. Some of them even want to establish theocratic rule in the state. Thus, there is a contradiction in the political perceptions and this contradiction is irreconcilable. How could the people of Jammu province throw in their lot with the regressive, backward-looking and sectarian Kashmiri leadership? The truth is that the people of Jammu province and Kashmir region just cannot live together or co-exist under one set-up and that to keep them together under one system would be only to create more inter-regional tensions and aggravate further the already rather aggravated situation in the state.
The critics ask if the trifurcation demand is communal. Who says the demand is communal? No one till date in Jammu has ever demanded division of the state on communal lines. Those who have been demanding reorganization of the state have repeatedly said that they want reorganization on a regional, as opposed to religious, basis. In fact, the people of Jammu have been consistently fighting against those who recommend the Chenab formula as a solution to the problem facing the state; who advocate self-rule; who advocate the creation of an autonomous Greater Kashmir comprising Kashmir and the Muslim-majority areas of Jammu province and trans-Himalayan Ladakh; and who talk in terms of Chenab Valley (that doesn't exist at all) and Pir Panjal autonomous hill development council. The fact is that it is the Kashmiri leadership whose demands are patently communal and divisive and whose ideology is primitive and exclusivist. (To be concluded)
