Don't take any step which would disturb peace: interlocutors to BJP, separatists
Conclude Jammu visit, satisfied with interactions

Jammu, Jan 19 : Imploring both BJP and the separatists on a cautious note, the interlocutors today said peace was precious in the J&K state which warranted no such steps that could disturb the peace or disrupt the dialogue process.
Chief Interlocutors Dileep Padgaonkar said this today while responding to a query related to Bharatiya Janata Party's 'Ekta Rally' followed by a flag hoisting at Lal Chowk on Republic Day, as also the response of the separatists to this proposed programme. The Interlocutors however said every Indian citizen has the right to hoist a tri-color anywhere in the country but this should be done keeping in mind the peace and tranquillity of entire nation'. "The exercise of flag hoisting must be carried out keeping in view the ongoing dialogue process, which should not be thwarted nor peace should be allowed to get disturbed. As such we want BJP to reconsider decision", the interlocutors said adding in the same breath, 'it is only a suggestion they can make'.
"We do not dispute anyone right of flag hoisting because we have democratic set up... but we feel this is not the right way to express the patriotic sentiment keeping in view the situation in Valley... people of Jammu and Kashmir are politically very mature and they are yearning for peace,'' the chief interlocutor said indicating the act could disturb the peace again. Dilip Padgaonkar, chief interlocutor along with other two interlocutors Radha Kumar and MM Ansari addressed the media today on concluding day of three day visit to Jammu province.
In response to another question the interlocutors said they were not opposed nor had any objections if separatists showed their willingness to start dialogue with Centre. "We do not have any objection... no matter they have kept distance from our team... as long as there is broad based consensus on the political settlement it is always welcome from any quarter", Padgaonkar said. We hope to engage with the stake-holders in our future visits to flesh out these ideas which could serve as a basis for the (dialogue towards a political solution. We would like to reiterate that to ensure the success of the dialogue, the improvement on the ground, currently underway, should be accelerated, they maintained.
Regarding contradictory statements emanating from two Union ministries on troops reduction, Padgaonkar said, ''dialogue process is in progress and both the army and the Secretary Home will soon be on the same page.'' It has got to be done and this is going to happen, he added.
''People feel that the settlement must treat J and K as a single unit and there should be no bifurcation or trifurcation of the state. The special status of J and K must not be disturbed,'' he added.
He further said that peoples' demand also included that efforts be made to vest the state's constituent units with such powers that may be required to address the political, economic, social and cultural aspirations.
''The exchange of people, goods, and ideas across the Line of Control must be facilitated through hassle free procedures and devolution of powers to the constituent units in a multi-layered manner reaching down to the Panchayat level to allow for effective, democratic participation in development were also the peoples' demand,'' he added.
The Chief Interlocutor said the people also want that the country's internal and external security concerns must be fully factored into the political settlement.
He further said that peoples' demand also included that efforts be made to vest the state's constituent units with such powers that may be required to address the political, economic, social and cultural aspirations.
