2 labourers buried under debris,contractor arrested | ERA negligence | | Early Times Report JAMMU, Jan 20: Jammu police today registered case of negligence against Jammu and Kashmir Economic Reconstruction Agency (ERA) after two labourers were buried under the debris at Sarwal today. Both are reported to have died on spot. Mismanagement and ill-planning of ERA which has remained under criticism since day 1 of its taking over developmental works across Jammu city seemingly took life of two labourers engaged by a contractor namely Joginder Pal Singh for digging work at a Sewerage site in Sarwal. Eyewitnesses said that incident took place at around 3:35 pm at the ever busy Sarwal Chowk. According to eyewitnesses, a mud-pile caved in on the workers while they were engaged in digging. Police later identified the deceased as Mohammed Muzaffar Malik (25) son of Abdul Rehman and Ramzan Malik (45) son of Mohammed Hussain, both residents of Ramban. Police sources said that the two digging 9 feet below the ground when mud pile fell on them. Immediately after the incident, the police and locals started rescue operation which lasted for about an hour. After bringing out labourers from the debris, they were rushed to GMC where doctors declared them as brought dead. Sources confirmed to early times that the contractor was arrested late in the evening. SDPO West Shivdev Singh Chouhan said that a case under section 302-A for negligence would be registered either against the contractor or ERA. "It is to be established who, among the two is responsible for digging work. We will go through pros and cons of case and thereafter, once the postmortem is done, case would be registered," added Chouhan. Postmortem of both the deceased labourers is to be conducted on Friday in presence of their relatives who have been informed about the tragic incident, police sources said.
