No troop cut till terror camps in POK are dismantled: Lt Gen Hasnain | | | EARLY TIMES REPORT Srinagar, Jan 20 : Ruling out any immediate troop cut in the Kashmir valley, the General Officer Commanding (GOC) 15 Corps, Lt General S A Hasnain said the terror camps and launching pads in Pakistan-occupied Kashmir (PoK) were still working. However, he admitted that graph of the militancy has come down considerably. Speaking to reporters at Balpora, Shopian, in south Kashmir on the sidelines of ''people-to-people'' contact programme organised by 44 Rashtriya Rifles (RR) yesterday, Lt General Hasnain said Army will extend all cooperation to trace the disappeared persons during the past two decades of turmoil in Kashmir. He said that no troop cut would be possible until camps, where militants were being trained, and launching pads in POK are dismantled. However, he said, the final decision has to be taken by the Centre. Lt General Hasnain said though the graph of militancy has considerably come down, no troop cut will take place in Kashmir unless these launching pads and camps are closed. Keeping in view the infiltration attempts during 2010 these camps pose a big threat, he said. During interaction with local people, he said the Army wanted to heal the wounds and bring back smiles to Kashmiris. Assuring to hold such programmes in all parts of the Kashmir valley to bridge the gap between Army and locals, he said that 20 year turmoil has created a gap. ''We want to bridge this gap... I and my troops will use our heart as a weapon to win back the people,'' he said. General Hasnain said peace was must for development. But, he said Army alone cannot bring back peace and it is the cooperation of people which can play a big role. He said people in Kashmir are peace loving and wanted to lead a peaceful life. About the complaints that some soldiers are misbehaving during counter insurgency operations, he said, he has issued a strict instructions to all field commanders and soldiers that no civilian should feel harassed. When some elderly persons asked why every Kashmiri was being suspect in other Indian states, he said he will take up the issue with state Director General of Police. He said Army will cooperative with police and civil administration to trace the whereabouts of those disappeared during the past two decades. However, he said, people must file complaints in their respective police stations about the disappeared persons. ``Do not expect that the investigation will be complete overnight as it is very lengthy process,'' he said adding it can take several years to trace the whereabouts of disappeared persons
