PDD likely to fail in achieving revenue target of Rs 1800 Cr 208 Cr from Jammu, 108 Cr from Kashmir recovered

JAMMU, Jan 22: Power Development Department (PDD) has set a target of nearly Rs 1800 crore till March 2011, but with just two months remaining for the end of financial year, it has managed to recover just Rs 400 crore.

Sources said that despite strong measures taken by the government, it seems that this year also they will not be able to achieve its desired targets. A whooping Rs 800 crore is pending with various departments of the state.

It is pertinent to mention here that Rs 408 crore is target for Jammu division, while for valley PDD has to recover Rs 623 crore. Sources said that employees have also been directed to make a list of the people whose tariff bill has crossed Rs 10,000.

Sources said that till December, last year only Rs. 208 crore had been collected from the Jammu region against Rs. 108 crore from Kashmir.

“We have two months before the financial year ends and all the officials from the Revenue section have been directed to achieve their respective targets”, said a official.
Sources said that although employees are trying their best but they got less time to collect the revenue.

PDD officials, sources said, are slow in recovery. Sources said that most of the Government offices are using the electricity with impunity and despite repeated notices they have not responded to them.

The government employees alone own Rs 28 crore to the department, putting a question mark on the measures taken by the government on the power front. It is pertinent to mention here that of the budget of Rs 5000 crore for the state, power sector consumes about Rs 2200 crore annually, while the revenue collection is just Rs 600 crore.

“Speeches are ok, but no sincere steps are being taken by the PDD to recover the money from the defaulters. It will take years before the pending arrears are cleared by the government”, said a senior officer from the PDD on condition of anonymity.

When contacted, PDD Chief Engineer Mohammad Qasim said, “We have taken steps for recovery but it will take time. These are pending for the last many years and departments are also cooperating”.

Every year PDD has the target of nearly Rs 1500 crore as revenue, but they are able to recover just Rs 600 to Rs 800 crore annually, due to which state has to face the wrath of the Union Power Ministry, which has warned the J&K from time to time, to improve its revenue collection.

"While people are being made to shell out fees even using harsh measures, no effort is being made to recover dues from the departments", said an official.

The Power sector is a major headache for the J&K, while its use is increasing every year, but state had to divert crores to keep the power supply stable. Another worry is the higher Transmission and Distribution losses, which ahs reached nearly 72 per cent from 40 per cent just five years ago.
