11/9/2006 10:27:54 PM
Jammu, Nov 09
Hardly few days after annual Darbar opened in the winter capital of the state, more than twenty-five percent employees of the civil secretariat, including some senior officials of the secretary level, were caught coming late to their offices after secretariat gates were closed, probably on the instructions of chief minister Ghulam Nabi Azad, here this morning.
Panic gripped outside the civil secretariat, housing more than 50 head offices of the various state government departments, as its gates were closed by the security officials at around 9:45 AM today.
Sources informedr that more than 25 per cent of the secretariat employees were hold up outside the gate and they were not allowed to move inside, despite several request made to the security officials.
“We were instructions from the senior officers to close the gate at 9:45 AM so as to point out the late comers”, a security official said, on the condition of anonymity.
“Number of employees including some secretaries and special secretaries were seen waiting outside the gate”, said an eyewitness.
The employees were reportedly permitted to enter inside the gate only after registering their names in a register.
It is pertinent to mention here that the process to track down on the late comers was started by the chief minister Ghulam Nabi Azad, last year. The office timings for the secretariat employees has been fixed from 9:30 AM and all the employees have clear instruction that they should be in their offices well before the time.
“Today’s instruction to close the gates was issued by the chief minister before he left for New Delhi”, sources said adding, “The CM secretariat was personally monitoring the crack-down on the late-comers”.
However, the Secretariat Employees Union was of the opinion that the employees should be given some days to adjust themselves and only than the secretariat gates should be closed on time. “There are number of employees who are yet to get residential accommodation”, said an office bearer of the union.
