Decisions on development in state taken discussed between Manmohan, Azad

Chief Minister, Ghulam Nabi Azad called on Prime Minister Dr. Manmohan Singh at New Delhi last evening. The meeting lasted for one and a half hour and the total development scenario of Jammu andKashmir was reviewed.
The Chief Minister expressed gratitude of people of the state to Prime Minister for extraordinary interest he is taking in the development of Jammu and Kashmir. He informed him about all steps which are being taken by the state government for the creation of better infrastructure in timely and targeted manner. Prime Minister’s Reconstruction Plan was also reviewed in the meeting. Chief Minister also informed Prime Minister that during last one-year number of violent incidents have come down and development activities received fillip.
The Prime Minister agreed with various suggestions made by Chief Minister Mr. Ghulam Nabi Azad which will prove landmark in improving Power, Health, Roads and Tourism Sector in the state.
The Prime Minister agreed that Government of India would favorably consider the request of J&K for transferring 1000 mw generating capacity PAKAL DUL Hydro electrical project from the Center sector to the state sector under Prime Minister’s Reconstruction Programme.
This was in sequel to Chief Minister Mr. Ghulam Nabi Azad’s consistent demand that under power sector state government should be provided some prestigious power project which will help the state to overcome power shortage difficulties which it is facing since decades.
The high level meeting also reviewed the road connectivity projects being implemented by the state government under Bharat Nirman. Mr. Azad brought to the notice of Prime Minister that these projects are not taking off in the state because state in lacking resources for acquiring land for road connectivity. Prime Minister in the meeting agreed for providing extra resources by the Central Government for taking up work under Bharat Nirmaan so that besides construction and development cost of the road the land acquisition costs are also met by the Central Government under the scheme.
Chief Minister brought to the notice of Prime Minister that Dal Lake in epitome of beauty of Jammu and Kashmir state and it has world wide reputation of being one of the favourite tourism destinations. He intimated the Prime Minister that state government is determinant to revive the glory of the lake but is lacking resources to compensate the dwellers who are living there since decades and whose structures are required to be demolished and whose land is required to be acquired for the proper conservation of the lake. The Chief Minister informed the Prime Minister that immediately Rs. 323 Crore are required for paying compensation to those whose land and structures shall be acquired for the proper protection and conservation of the lake.
Prime Minister agreed and directed the concerned Union Ministry to favorably take the decision in this matter so that no time is wasted in protecting the world famous Dal Lake.
Prime Minister also agreed with the suggestion of the state government for revision of the costs of Baghilar Hydro Electric Project. He instructed the Union Ministry of Power to take appropriate steps to study the revision in the cost of Baghilar Hydro Electric Project.
Prime Minister also approved the widening of 22 Km road from Ramban to Dharamkund by the Border Roads Organization. The Prime Minister also directed Union Ministry of Power and Planning Commission to favorably consider request of state government for providing of additional funds under the transmission and distribution system for strengthing the power infrastructure in entire Jammu and Kashmir state.
Prime Minister was informed in the meeting that Health Sector is in dire need for liberal funding from Central Government to spread and expand the Health Sector to all districts and far flung areas. The Prime Minister also agreed in the meeting to consider the request of the state government for providing Rs. 250 Crore for upgradation of health institutions of the state.
Mr. Azad expressed thanks to the Prime Minister for giving proper heed in sanctioning 22 colleges to the state and informed that state government has taken up the construction of these college buildings at various places under double shift system and maximum colleges have been completed in recent time. He requested the Prime Minister that more Degree Colleges and more women ITIs may be sanctioned and properly funded by the Central Government. The Prime Minister agreed to the request of the state government to finance the setting up of 10 more Degree Colleges and 5 more Women ITIs.
The meeting also reviewed the projects in the rehabilitation of earthquake victims. The Prime Minister directed the concerned Union Ministry that requisite funds may be provided to the state government to meet the expenditure of next installment of relief.
The high level meeting was attended by top brass administration of Union and State government. In the meeting besides the Prime Minister and Chief Minister, the Finance Minister of State, Mr. Tariq Hameed Qarra, Chairman Central Electricity Authority, Principal Secretary to Prime Minister, Member Secretary Planning Commission, Union Home Secretary, Union Finance Secretary, Chief Secretary of J&K State, Principal Secretary to Chief Minister, Commissioner Secretary Finance, Commissioner Secretary Power were present.
