Victimised CRPF may refuse to assist civil administration in Kashmir

SRINAGAR, Jan 24: It needs to be underlined that ever since their deployment in the terrorist and separatist-infested Kashmir, the security forces, particularly the CRPF personnel, have been at the receiving end. And, all this, notwithstanding the fact that the CRPF has been assisting the civil administration in Kashmir as per the decisions taken at the highest level. It would not be out of place to mention here that it is basically the Chief Minister, who also holds the Home portfolio and chairs meetings of the Unified Command to review the security scenario and take decisions to deploy or re-deploy the security forces in the affected areas or to withdraw security forces from the peaceful localities, on whose behalf the security forces function. It is also very important to note that the CRPF is deployed in the troubled areas when the local law and order authorities completely fail to maintain law and order and protect public and private property from the hooligans and anti-social and anti-national elements.
It would be quite reasonable to say that all the actions of the CRPF are the actions of the government. It is, however, an altogether a different story that the government takes no time in accusing the CRPF of "violating human rights" of the miscreants and anti-national elements, saying the CRPF men have used excessive force or opened fire on "innocent, unarmed and peaceful civilians" for no plausible reason. To be more precise, the government raises the bogey of "human rights" violations with a view to identifying itself with the miscreants, disturbers of peace, stone-throwers and hardcore rebels. So much so that those responsible for the security and integrity of the state speak the language of extremists and separatists, thus making it impossible to distinguish between the hardcore separatists and communalists and those in the government.
One can catalogue here hundreds and hundreds of instances to show that certain elements in the establishment and all the separatists and the so-called mainstream leaders based in Kashmir join hands in no time, speak the same language and denounce the CRPF in one voice and demand not just their withdrawal, but also stringent action against them whenever any miscreant or a separatist or an extremist or a stone-pelter gets killed during the clash with the CRPF. It would not be out of place to mention here that these clashes are engineered by the anti-India elements. They do it with a motive. They engineer clashes with a view to provoking the CRPF personnel on duty so that the latter take action and open fire leading to injuries and death. Once such things happen, they exploit these injuries and deaths to the hilt and cause disaffection and further their separatist agenda.
One may put in any amount of effort to find if the CRPF has on its own even once taken action against the dreaded militants/unruly elements/dangerous stone-throwers during all these years of secessionist violence, one would come out of this exercise minus everything. On the contrary, one would come to know that the CRPF personnel have always maintained restraint despite grave provocation and that they have acted only when left with no other option to defend them. In other words, whenever they have acted they have acted in self-defence. And, yet they suffer at the hands of the authorities. And, yet they undergo mental agony. And, yet they are left to God or to anarchy. They plead not guilty, but with no result. They narrate their woeful tales, but none in the government believes them. They make passionate pleas and say that they have not done anything wrong and that they have simply discharged their duties taking into consideration the situation as it existed at any given time, but they pleas and arguments fail to evoke any favourable response.
It is hardly necessary to refer here all the clashes between the unruly elements and the law-abiding and compassionate CRPF personnel, as these have already been catalogued and reported. Suffice it to say that the anti-elements and hooligans have attacked the CRPF personnel and their bunkers and camps umpteen times and ambushed them and killed many of them. The fact of the matter is that the Army and the CRPF personnel have lost more invaluable lives during all these years of secessionist violence as compared to the losses the Army and security forces suffered during the four full-fledged wars in 1947-1948, 1965, 1971 and 1999.
