Victimised CRPF may refuse to assist civil administration in Kashmir | | | RUSTAM EARLY TIMES REPORT SRINAGAR, Jan 25: However, it is important to recall that the harassed and victimised CRPF personnel had to approach the state high court to seek justice. They approached the high court on January 14 and brought to its notice two things: the July 30 statement of the chairman of the Commission of Inquiry that had indicated his bias against the CRPF and sympathy for the stone-pelters and unruly mobs and the refusal on the part of the commission to supply copies of the relevant documents on the basis of which notices had been served to the CRPF on December 21, 2010. The high court did give some relief to the CRPF. It ordered the Commission of Inquiry to supply copies of the relevant records and documents and it also directed the Commission not to submit the final report without its permission. This is the situation. This is the plight of the CRPF personnel who are discharging their duties and defending the state against anti-national elements. Their problems are many, but there appears none in the establishment who could help the CRPF surmount these problems. And, do not forget that the number of CRPF personnel who are deployed in Kashmir province is 55,000. It is obvious that they and their family members are in a state of shock. This doesn't augur well for the nation. What are the major problems? One, the State government under whose directions or on whose orders the CRPF has been discharging their duties has practically abandoned them and accused them of vitiating the atmosphere by killing "innocent civilians." Two, the Home Ministry, which controls the CRPF, too, has abandoned them for all practical purposes, notwithstanding the fact that it gave permission to the concerned CRPF personnel to approach the court to seek relief and justice. This is just not enough. Three, the CRPF personnel are not being allowed a free hand to take on the unruly elements and separatists. Four, attempts are being made to create bitterness between the CRPF and the state police with a view to implicating the former and rescuing the latter. Five, the conduct of certain elements in the state police has not been above board and this has created additional difficulties for the CRPF. Six, the local police deployed in the troubled areas is not discharging duties. It is not preventing those who force others to pelt stones or take the law of the land into their hands. Seven, the state government, instead of taking action against the law-breakers and trouble-makers, is giving them all kinds of incentives. Eight, certain elements in the establishment have unleashed a misinformation campaign against the CRPF and there is none in the establishment who is prepared to counter it. Nine, there are elements in the establishment who are hand-in-glove with or sympathizers of extremists and separatists. Ten, the CRPF is not getting the support it needs from the civil administration. There are several other problems the CRPF is confronting. The situation as it exists does suggest that most of the CRPF personnel have turned extremely angry over the kind of treatment they are being meted out. And, there are reasons to believe that their patience is ending and ending very fast. If this trend continues for some more time, things may take an ugly turn; they may refuse to assist the civil administration in Kashmir. And, if at all it happens, the results would be disastrous. Hence, the need of the time is to refashion approach towards the CRPF so that it feels relieved; so that it is able to discharge its obligations without any fear. (Concluded) |
