Congress needs overhauling in J&K

Now that the state unit of the Congress has lost a pound of flesh from the events that shaped during the failed Ekta yatra to Srinagar the party that shares power with the National Conference,needs to carry out an introspection.It needs to take in hand measures that could help the party to regain the ground it had lost while sharing power with the National Conference during the last two years.It is so because the Congress has to share blame for whatever wrong policies and decisions Chief Minister,Omar Abdullah,takes.His remarks that the Jammu and Kashmir state had not merged with India had rattled not only the border state but rest of the country by a political tremor.And even though the Congress leaders,especially Omar's ministerial colleagues from the Congress,remained silent the party suffered erosion in the Jammu region.No doubt the Congress is simply sharing power with the National Conference in the capacity of being its junior partner it cannot absolve itself of responsibility for whatever wrong decisions or anti-Jammu policies Omar Abdullah has been taking during the last two years.
First of all the state unit of the Congress has to set its house in order.Its house is in disarray with the dissidents roaring like wounded lions against the loyalists headed by Saif-ud-Din Soz.Only thing that has lent strength to the dissidents,despite veiled warning from the senior party functionaries in New Delhi,is close proximity their leader,Ghulam Nabi Azad,union Health Minister,has with the party high command,especially with the AICC chief,Ms Soni Gandhi.When a political trouble was brewing in the country,especially in Jammu and Kashmir,over the BJP plan on hoisting tricolour in Lal Chowk Sonia Gandhi had discussed the issue and reviewed the situation on a number ooccasions between January 23 and January 25 with her most trusted men in the Congress and Azad was one among them.The dissidents know it and hence they have not felt any need to heed suggestions for closing ranks with the loyalists.Once the wedge between the loyalists and the dissidents keep on widenining it would cause irreparable damage to the Congress in the entire state.A weak congress can set the stage for the communalists to broaden their bases in the Jammu region and allowing those who believe in Kashmir's supremacy over Jammu to increase its strength in the valley.First step the party high command needs to take is to tame the dissidents.
Apart from revamping the organisational structure the Congress ministers need to improve their performance so that people in both the regions feel the difference in the functioing by the NC ministers and those belonging to the Congress.The Congress in Jammu and Kashmir be backed by the party high command so that its state unit is not forced to play a second fiddle to the National Conference.Some of the Congress ministers have been seen touring their constituencies only thereby neglecting people belonging to other areas.These ministers should be told to tour the entire state for listening to the problems of the people so that some of these issues could be resolved on the spot.In certain cases Congress legislators feel disappointed when they find that the Government has limited resources for sanctioning various development schemes in their constituencies which needs to looked into.It would be in the interest of the Congress in Jammu and Kashmir if the party high command accepted a suggestion,having emanated from the party circles in jammu,that the state should have rotational chief ministership.This demand has not been accepted by the NC leadership,especially Chief Minister,Omar Abdullah.Yes,Omar has been promised by the Congress in 2008 that he would be allowed to hold the Chief Minister's for six years it calls for a rethinking.If it cannot be done the Congress should have a major share in the functioning of the Government.(eom)
