Kashmir crisis managed not resolved | Credit of present silence also goes to organization responsible for worsening situation | | SHAFIQ MIR EARLY TIMES REPORT Jammu, Jan 27: Till two months back, the talk of the nation was Kashmir unrest, and at present, the Kashmir is still in discussion but for calm. Every one is trying his best to get the credit of this unpredictable lull prevailing in valley for the past two or more months. Central Home Minister P. Chidambaram attributes this calm to the nomination of three member Kashmir study panel by him. Chidambaram says that his interlocutors have brought good results and situation has improved after their nomination. Even the interlocutors have themselves claimed that the peace was returning in valley without mentioning the reason behind. On the other hand, Omar Abdullah's National Conference claims that the boiling situation of valley got cooled down on the very day when their Chief Minister delivered a pro Kashmir speech during assembly session on October 6, 2010 at Srinagar. However, the analysts watching Kashmir situation closely and looking the things between the lines do not subscribe any of the above claim and also do not agree to call this unpredictable lull with any sort of permanent peace. They say the credit of the present lull or comparative silence also goes to the organization which was earlier held responsible for worsening situation in the state by its wrong doings. In fact, the Kashmir situation got boiled in summer 2010 following the killing of three local youth in a fake encounter called Machil encounter. And later the killings of teenagers in police and CRPF firing added fuel to fire. The worst type of situation continued for about five months during which at least 115 civilians got killed mostly the youngsters in Police and CRPF firing. Whole of the Kashmir valley comprising about 60 lakh population remained almost under strict curfew for a period of five months. During this period, both state and central governments used their all means and techniques to get the situation normalized but all in vein. Even an all party delegation led by home minister P. Chidambaram visited valley and made all offers less than freedom, but they too failed to get any response from the mobs on streets. The insiders say, finally, the state government got an idea of making some reshuffle in the organization responsible for worsening the situation. This idea of putting people at right place worked tremendously soon after its implementation. The government brought back the officer in the helm of affairs from the place he was sent on punishment posting on behest of a lobby working against him in the system. The analysts say that the main reason behind the summer unrest in Kashmir was the mishandling of the situation by the law enforcing agencies. The situation wouldn't have worsened up to the extent it was seen, had it been handled with care by the senior law enforcing agency officers. And it was evident from the fact that the improvement started in the situation soon after a minor change was made and a right person was put at the right place. The analysts say, all credit of present lull or silence goes to the same organization which was earlier held responsible for worsening the situation. They say, in fact, finally after all efforts, the government was forced to get back the police officer known for his skills of "managing crisis" who as earlier sidelined by the same government on the will of those feeling jealous of his success on all fronts. As per the analysts, the present chief of Kashmir police, Shive Murari Sahai commonly as SM Sahai is the officer who was always given prize posting in Jammu and Kashmir whenever critical situation emerged and crisis erupted in the state of Jammu and Kashmir. And now he is a known "crisis manager" police officer in the state. He was first given prize posting as SSP Jammu in late 90s when a bomb blast had taken place on the republic day parade function at Jammu and then Governor of the state GC Sexena was present in the function as chief guest. Sahai, was posted as SSP Baramulla in northern district of Kashmir when the area was almost out of control. He was posted as DIG of border region of Poonch and Rajouri in 2003 when this region was almost in militants control beside the worst situation of human rights violations committed by security forces while dealing with the armed militants. He managed to neutralize militants and win back the hearts of people at the same time. Again after his elevation as IGP, SM Sahai was first posted as Inspector General of Kashmir police in 2006 when a suicide (Fidayeen) attack was carried by militants in a public rally which was being addressed by then Chief Minister of the state Ghulam Nabi Azad. In this attack, then inspector General of Kashmir police K. Rajendra was critically injured beside many other security force personals. In such emergency situation, SM Sahai was called to take over the charge. Soon after taking over as IGP Kashmir, SM Sahai managed to neutralize all the fidayeen net work which was a routine in valley before he had taken over the charge as Kashmir police chief. It is interesting to mention here that despite being tough with the militants he was never charged of any type of human rights violation during all his crisis postings in Jammu and Kashmir. This is what differentiates him from rest of the officers associated with the job. Sources say that SM Sahai has a unique technique of dealing the situation in his area of responsibility. He searches the friends with in the mob of foes. And then utilizes their services in dealing with the any sort of mob or revolt against the government. In the present crisis, Sahai again used the same technique and managed to make his direct contact with those commonly called as stone pelters or trouble creators as claimed by government. He has no hesitation to meet any of the person whether the same subscribes his point of view or not. Observers say that the credit of present lull in valley only goes to the said officer. Sources say that, earlier he was sidelined by the same government on behest of a strong lobby against him who are jealous of his capabilities. But when all failed in their all efforts to normalize the situation, the government was forced to call him back from Delhi where he was given a low profile posting as punishment. One can understand the immediate signs of change in Kashmir unrest with the fact that soon after he took over the charge of Kashmir police, SM Sahai in his first step suddenly announced to open all schools in valley after five months of their closure. Even state government and education department it self was taken in surprise when IGP Kashmir announced the opening of schools at his own and provided all necessary security to the teachers and school buses. The step was largely viewed as a good and sincere beginning and was supported by many quarters. There after he started his routine policy of looking friends with in the mob of foes and used them in neutralizing the boiling situation of valley for the time being . |
