Consensus eludes yet again on 73rd, 74th amendment for Panchayats .' | Congress puts its foot down in cabinet meeting , says 'no polls, no schedule… | | EARLY TIMES REPORT Jammu, Jan 28: The two alliance partners National Conference and Congress once again failed to reach consensus on holding of Panchayat polls in the state, with latter insisting on incorporating 73rd and 74th amendments prior to conducting the elections. The cabinet sub committee which was announced earlier was formally set up today following differences that erupted during the cabinet meeting this morning. In the backdrop of urgency underlined by the Congress, the six member sub committee will hold its first meeting tomorrow to look into the other possibilities of how panchayts in the state could be further empowered and demcratised, which is the soul and spirit of the amendments Congress is asking for. Sources said even as there were vital issues to be taken up as part of the agenda, but the discussion on Panchayat polls with both partners sticking to respective stands dominated the deliberations and overshadowed all other matters. Congress ministers put their foot down in a firm manner insisting categorically that there will be no polls nor would any schedule be prepared until the two amendments were incorporated in the state Panchayati Raj Act, sources said. Even though NC came forth with the suggestion that let polls be allowed to happen and thereafter these amendments could be incorporated but Congress did not agree to it, instead opposed the idea of conducting elections without this condition, sources added. It was stiff and formidable Congress this time which prompted the state cabinet to give a formal shape to the committee which was in fact announced during the last Coordination Committee meeting attended by the senior leaders of both the parties.Though it was the main matter that was taken up by the Coordination panel over two months back, but the matter was surprisingly put under cold storage with no formal composition, not to speak of holding any meeting .The members of the cabinet sub committee include AR Rather, Ali Mohammad Sagar, Ghulam Hassan Mir, Taj Mohi-u-Din, Raman Bhalla and Sham Lal Sharma.While the first meeting has been convened tomorrow, it has been asked to submit its recommendations as early as possible, before the state cabinet meets next. "The sub committee will now look into other areas and options which can grant empowerment to the panchayats and make them more democratic than in existing structure……..it can take look into the possibility of taking up some provisions and including in that manner without formally adopting the amendments", said a minister who is the member of this panel. "There is no dispute …..we will certainly be able to reach consensus on that", he said on an optimistic note. |
