Cabinet Sub Committee submits report in no time | Congress concerns over Panchayat polls addressed with 'consensus'......? | | EARLY TIMES REPORT Jammu, Jan 29: In what can be seen as creating a record of sorts, in terms of convening meeting in shortest possible time and submitting its report in no time, the cabinet sub committee set up for looking into Congress concerns on holding Panchayat elections, actually did this.The committee has claimed all issues have been 'resolved amicably' which will now pave way for holding the polls without any 'hitch'. Apparently, in order not to have any further friction between the two ruling allies, the committee having all senior ministers on board agreed to what Congress had been asking for with regard to democratization and empowerment of the Panchayats. The 'consensus' on all issues led to swift drafting of the report which was submitted to the government later in the day. The Sub Committee has agreed to Congress demand for having Finance Commission constituted for the Panchayats which would look into their financial health besides suggesting ways for devolving financial powers to the. The Sub Committee has also agreed unanimously to conduct three tier elections henceforth which envisages polls at the Panchayat level, followed by block boards and District Boards in that order. It is pertinent to mention that the last panchayat polls were held only for one tier. The Committee also discussed and contended it has already been agreed with necessary steps initiated to have a separate Election Commission for holding the Panchayat polls in the state. Finance Minister Abdul Rahim Rather later said that all the issues related to holding of PaAnchayat elections in the State have been resolved amicably and there is no hitch now in this regard. He said the Government is keen to hold the panchayat elections in the State at an earliest to decentralize powers at gross roots level and to empower the people through devolution of power. He said panchayati Raj system is imperative for realistic and equitable development of all the regions and sub-regions particularly rural areas adding that the system envisages active participation of people at gross root level in plan formulation and implementation The Cabinet Sub-Committee it is pertinent to mention was constituted by the Cabinet on January 28, to examine the need for carrying out certain essential amendments in the J&K Panchayati Raj Act, 1989 with a view to harmonizing this Act with provisions of the constitution (73rd Amendment) Act 1992. Keeping Congress concerns in mind which the party ministers had expressed during the cabinet meeting once again with regard to incorporating these central amendments in the state Act, it met here this morning under the chairmanship of Minister for Finance and Ladakh Affairs, Abdul Rahim Rather. All the Members of the Cabinet Sub-Committee viz, Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar, Minister for PHE, Irrigation and Flood Control, Taj Mohi-ud-Din, Minister for Agriculture, Ghulam Hassan Mir, Minister for Health and Floriculture, Sham Lal Sharma, Minister for Revenue, Raman Bhalla and Secretary Law, G. H. Tantray participated in the meeting. |
