Kashmiri Pandit facing wrath of PHE deptt approaches Omar

SRINAGAR, Feb 1: A middle aged Kashmiri Pandit with a broken heart has knocked at the doors of Chief Minister Omar Abdullah seeking relief and action against higher officials of Public Health and Engineering (PHE) Department who have been allegedly harassing him from the last one year.
Bal Krishan, who owns paddy land in posh Bijbehara tehsil of district Anantnag is facing wrath of Public Health Engineering Department (PHE) for having refused to allow lying of water supplying pipe through his paddy land. Bal Krishan refusal was based on his religious belief that the land is pious and its sanctity should not be violated anyhow.
However, Executive Engineer of PHE Division Bijbehara served him a notice dated December 23, 2010 citing powers which the new act has given them to lay pipes through any land whether government or private for supplying water to any locality which does not have legal water connections. Terrified, Bal Krishan approached every possible quarter for help but to no avail.
However, he managed to keep the PHE authorities off his land through his protest and the help rendered by the fellow villagers. Unfazed by his repeated requests, PHE department slapped him a notice asking him to either allow lying of water pipe or face conviction for becoming a major hindrance in a cause meant for public good.
The notice failed to move Bal Krishan who went ahead and wrote to Chief Minister Omar Abdullah seeking an inquiry into the conduct and insistence of authorities of the PHE department Kashmir especially Bijbehara division in lying water pipeline through his land. He has further pleaded with Chief Minister to take note of his grievance at the earliest.
Bal Krishan writes in his application that officials of PHE made knee deep efforts to create an atmosphere of hate against him among the fellow villagers but to no avail. He has further informed about not leaving any legal and peaceful mean of saving his land from being encroached by the officials of PHE department for their selfish motives.
Divisional Commissioner Kashmir Asgar Samoon when approached said “I will get in touch with district administration Anantnag and ensure that Justice is done. We are here to abide by law and ensure that poor, needy and distressed are given due care and protection under law.” Though he said that the aggrieved Bal Krishan has not approached him but assured to personally inquire about the issue with the concerned authorities.
