Vohra’s rejection dents hopes of RTI crusaders | Appointment of CIC | | Early Times Report JAMMU, Feb 2: Tall claims of state government to eradicate corruption with the help of Right to Information (RTI) have suffered a major setback after Governor N.N.Vohra returned file recommending appointment of G. R. Sofi as Chief Information Commissioner (CIC). Sofi’s name had been recommended by the three member panel which included Chief Minister Omar Abdullah, Deputy Chief Minister Tara Chand and opposition leader Mehbooba Mufti on January 27. Appointment of CIC requires approval of the Governor. However, in the case of Sofi, Governor pointed out that government had not sought Vigilance clearance. HE said that clearance hadn’t been attached to the file. Sofi is 1977 batch Indian Revenue Services (IRS) officer and currently posted as Chief Commissioner, Income Tax, Amritsar Region. According to the reports, the appointment committee meeting was postponed twice in the past due to Mehbooba Mufti’s boycott of the meet. State cabinet endorsed appointment of Sofi on January 28 and the file was sent to the Raj Bhawan for approval of the Governor on January 29. After studying the file for two days, the Governor returned it yesterday with the remarks that mandatory clearance of the Vigilance for the appointment of Sofi as the CIC hadn’t been obtained or attached to the file sent to the Raj Bhawan for approval. The selection committee after clearing the appointment of Sofi as the CIC of Jammu and Kashmir had decided to meet once again before budget session of the Legislature to appoint two Information Commissioners of the State but unfortunately selected CIC also hangs in air.
