Omar launches e-tendering web portal for PMGSY scheme

JAMMU, Feb 3: Seeking to make transparent government functioning, Chief Minister Omar Abdullah today launched e-tendering web portal for Prime Minister Grameen Sadak Yojana (PMGSY) scheme in the state.
"E-tendering and similar other methods to bring about transparency to restrict the chances of corruption are path- breaking in making transparency rule the roost in government functioning", Omar said while addressing top bureaucrats and engineers after launching a 24x7 e-tendering web portal for PMGSY scheme in the state.
Departments of Roads and Buildings and Power Development Department would be brought under e-tendering and e-governance as a vanguard measure, he said. "Let this year be dedicated to lower the rank of Jammu and Kashmir in the list of most corrupt states", he said.
He emphasized his resolve to bring down the graph of corruption in public service delivery and said "I would ask my colleagues in the council of ministers to take necessary initiative of e-tendering, e-procurement and e-governance in the departments under their charge.
National Informatics Centre (NIC) will be asked to make presentation in this regard to the cabinet to explain the efficacy and efficiency of e-tendering in bringing about transparency in the functioning of various departments. Chief Minister said that tendering and procurement processes get worst reputation to the functioning of administration, as such, these aspects require to be addressed first. "We have to follow this to ensure lucidity in transactions and curb all chances of corruption", he said and asked officers and engineers to get acclimatized to change being brought in this regard.
Principal Secretary, R&B told the meeting that in the first phase the facility of e-tendering will be available to PMGSY and subsequently to all other works in the State. He said this initiative has been taken under the directions of Chief Minister, Omar Abdullah adding that the Chief Minister has also directed him for putting in place a mechanism of payment making to the contractors electronically. He said measures are being worked out in this direction.
He said registration of bidders and government officials in different roles, creation and publication of tenders, on line bid submission, encryption of bids, security and secrecy, online tender opening by tender opening committee, live bid opening for the bidders, awards of contracts, online tender status on different stages, digital signs of all documents etc are the main features of the new portal to be in 24x7 service to the users with access from anywhere in the country and abroad.
Meeting was attended by the Minister of State for R&B, Javaid Ahmad Dar, Advisors to the Chief Minister, Mubarak Gul, Devender Singh Rana, Chief Secretary, Madhav Lal, Agriculture Production Commissioner, M.I. Khandy, Principal Secretary to the Chief Minister, B.B. Vyas, Principal Secretary, R&B, K.B. Agarwal, Secretary Law, G.M. Tantray, various Chief Engineers, Superintending Engineers, officers and Technical Directors of NIC, D.C. Mishra, Usha Sexana and T.S. Modi.
