Attempts being made to derail peace process

Upset by over five months of stable security scenario in Jammu and Kashmir militants, agencies across the border and the separatists have started destabilising the situation in the state. In support of this contention one refers to the latest statement of the Muzaffarabad based United Jehad Council,Syed Salahuddin, in which he issued directions to the gun toting youths to intensify "target oriented" armed struggle coupled with mass movement on the pattern Kashmir had witnessed between June and September last year. In fact Salahuddin is a strong supporter of armed struggle because he does not believe that the last summer’s civilian strife had yielded any results. He does not support those who believe that the last summer's civilian strife had been more effective than the armed struggle. He has posed a question. "Has the civilian strife helped the separatists to gain even an inch of the territory or seen even a single column of troops being
withdrawn."This way Salahuddin and the likes of him are for armed struggle and possibly this strategy adopted by the militants has been responsible for abduction and killing of two sisters in Sopore and the grenade attack on the house of senior Congress leader,Ghulam Rasool Kar,at Sopore.Though Kar survived the attack the incident has posed a new security problem for the political leaders in the state.After several weeks militants attacked a security patrol party at two places in Pulwama district. These incidents do speak of regrouping of militants, especially those belonging to the dreaded Lashkar-i-Toiba.Even the intelligence agencies had cautioned against any downscaling of the security grid in view of reports that militants were trying to carve out safe hideouts within the civilian areas.
Besides the militants, agencies across the LOC have been peeved over the way a major section of people reacted angrily against the repeated calls for shutdown and protest rallies in Kashmir given by the separatists during the last summer months. In fact it was this public anger that led to the end of the civilian strife though the Government too had acted firmly against those involved in stone pelting. These agencies were also upset over the way militant groups had remained on the defensive when for several months they could not carry out any daring operations against the security forces and political leaders. It was almost a hit and run strategy that militants had adopted and that too when they felt the pinch of manpower shortage. Messages were sent to their handlers across the border seeking additional groups of militants so that with increased manpower armed struggle could be revived in Jammu and Kashmir. No doubt strict patrolling
on the LOC and the International Border had resulted in the foiling of series of infiltration bids, groups of militants, three to five in numbers, are said to have managed to sneak into the state. The troops, guarding the LOC, were instructed to carry out round the clock patrolling on the border even if the border routes remained buried under deep snow. No doubt the rate of ingress had come down with the border routes under snow agencies across the LOC had brought more groups of militants on the launching pads across the sectors of Poonch,Rajouri,Samba,Akhnoor,Kupwara,Karnah,Keran and Tangdhar.Reports said that once border routes became passable fresh infiltration bids would be made.
Reports indicate that with talks between the foreign secretaries of India and Pakistan on the cards which were to be followed by talks between the two foreign ministers militants plan to trigger added violence.Salahuddin has stated that the armed struggle in Jammu and Kashmir would be given teeth so that India is forced to "get down to its knees."He has stated that with increase in militancy related violence what was need was Pakistan's inflexible stand on the Kashmir issue and during the ensuing talks between the foreign ministers of the two countries. One may not attach much significance to Salahuddin's statement because he has been seen wavering from time to time simply to be in the limelight. If he is talking of armed struggle for bringing India down on its knees today over a month ago he talked of his willingness to join the process of dialogue if the troops were withdrawn and detainees were released. He seems to be so desperate
that he has asked Pakistan to support Kashmiris right for self-determination and avoid befriending India. His disappointment is said to be the result of New Delhi's policy of opening channels of dialogue with Islamabad instead with leaders of militant outfits including Syed Salahuddin.But till Islamabad and New Delhi come to some agreement the Government of India and the one in Jammu and Kashmir need not take Salahuddin's threats lightly. He continues to be a force to reckon with and hence the entire security grid within the state and on the entire LOC and the International Border needs to be further strengthened so that attempts at derailing the peace process were foiled.(eom)
