Terror incidents down, infiltration up in J&K

NEW DELHI: Terrorist violence in Jammu & Kashmir has dipped but infiltration from across the Pakistan border has steadily risen, after recording the lowest level for several years in 2008.
As the Kashmir region saw nearly three months of violent protests and shutdowns in 2010, Pakistani terror outfits were quietly pushing militants across the border. According to estimates presented by the Union home ministry at the recent chief ministers' conference here, estimated infiltration of militants into J&K has gone up to 489 in 2010 from 485 in 2009 and 342 in 2008.
The numbers of terrorists killed in the state have also been on the higher side. While 239 terrorists were killed in the state in 2009, the figure was only marginally lower at 232 in 2010. This, sources said, hints at concerted action by the security forces to track down the infiltrated terrorists, intercept them as they try to move to populated areas and even take them on in their village hideouts by launching intelligence-based counter-operations.
Infiltration of terrorists from launchpads in PoK had touched a major low at 348 cases in 2008, down from the average 550 cases reported between 2004 to 2007. While the estimated infiltration figure stood at 537 in 2004, it rose to 597 in 2005 before dipping to 573 in 2006 and 535 in 2007. After the lull in 2008, the graph rose again in 2009, with infiltration levels going up by 40% to 485. The rise continued last year, albeit only marginally, with 489 cases of estimated infiltration.
Incidentally, infiltration was happening even as J&K went through turmoil between June and October 2010 on account of protests and shutdowns backed by separatists elements. According to the MHA figures placed before the chief ministers earlier this week, unrest in J&K saw 1,732 incidents of stone-pelting, which left 2,968 police personnel, 1,552 central security personnel and 822 civilians injured.
Major incidents of violence in J&K were only a tad lower at 488 in 2010 from 499 in 2009. Fatal casualties among security forces were down to 69 last year from 79 in 2009 and that of civilians down from 71 to 47. In the Naxal-hit zones, incidents fell to 2204 in 2010 from 2258 in 2009. However, killings of civilians, security personnel and Naxalites together rose from 1126 to 1172 in the corresponding period.
