Center’s ‘reach out’ policy or Congress’ assertion in matters of governance …….?
Chidambaram’s visit to Kistwar
2/4/2011 11:56:38 PM
Early Times Report

Jammu, Feb 4: Union Home Minister, P. Chidambaram’s visit to the Kishtwar district today to take stock of ‘things’ in the five hilly adjacent districts cannot be taken as a routine one, only to review law and order situation or the prevailing security scenario in these areas. In capacity of senior Congress man, the objective was to take first hand assessment report on the administrative matters as well by monitoring ‘everything’ himself in these backward areas.

Sources said Chidambaram who has been asserting in matters even at the district level for the last few months by making personal visits had chosen the visit to Kishtwar district for more than one reason. One that it is most backward district on account of its topographical position, the inaccessibility factor which makes it less developed and the remoteness in some areas which make people deprived and underprivileged in many ways. In fact, former Chief Minister and Union Health Minister Ghulam Nabi Azad has quite often been seeking Centre’s ‘special attention’ towards this district for apparent reason of being son of the soil.

However, during today’s visit the Home Minister did not take stock of the things of this district alone. The Deputy Commissioners and senior officers of other four districts Reasi, Doda, Ramban and Udhampur were also summoned with whom PC interacted on every vital administrative and security related issue. Sources said Chidambaram’s direct interaction with Deputy Commissioners and other senior police officers was taking a ‘report’ of what Centre has been desiring to have in place, particularly the Congress which is the main ally of ruling of coalition in the state as well.

In fact he is understood to have got the district wise appraisal and progress of the developmental activities and status of various projects under execution in these districts. Since most of the prestigious power projects are commissioned in these hilly districts, the HM is believed to have taken status report of these projects as well. On what note Chidambaram has registered his assessment about things that matter in these hilly district is something which even state functionaries might not be knowing at this point in time. However, sources said , in the backdrop of reports of considerable decline in militancy in these areas, the HM is understood to have asked the officers and administrative functionaries besides the political parties to channelise the strength and motivate the youth towards positive work environment.
Chidambaram’ visit to Kishtwar and his personal assessment of things in all the five districts , at the same time cannot be viewed as merely as part of the Centre’s policy to reach out to every far off area of the sensitive state to check the status of NC led coalition’s good governance impact and also Center’s attempt to bring about equal opportunities of development. At a time when the senior Congress leaders in the state are complaining about NC’s domination in matters of governance and the allegation that party is not being due weightage nor taken into confidence in decisions of political significance , PC’s personal visit has also a conveyed a message to the political circles that Congress can assert, no matter directly from Centre , wherever it wants and needs to be assertive.
