Strengthen J&K Panchayati Raj act: BJP | | | EARLY TIMES REPORT JAMMU, Feb 6: Strongly pleading for strengthening state Panchayati Raj Act, leader of the BJP legislator party Chaman Lal Gupta today ridiculed reported suggestion of Union Home Minister P. Chidambaram that first the Panchayat Elections should be held under the state law and later on, issue of extension of 73rd Amendment could be taken up. Gupta termed the state Panchayati Raj Act of 1989 as farce and said that it is more despotic than being a democratic one as it provides for more of nominations instead of elected representation. BJP leader said that the issue of extension of 73rd and 74th Amendments to the state is hanging fire for the past over a decade now. Gupta said that being constitutional head of the state, it is the duty of the Governor to see that his solemn pledge is honoured and early steps are taken for empowerment of the basic democracies. This could be done in the next few weeks especially when the Legislature is scheduled to go for a Session before the end of this month.
