8 Govt sticks to old system with only one week break | Budget presentation on March 7 in 'stormy session' | | EARLY TIMES REPORT Jammu, Feb 7: The Assembly Secretariat today came out with its provisional calendar of forthcoming Budget session to be held in the winter capital of the state. The calendar is not in line with the system the Assembly Secretariat had envisaged earlier of keeping a break of around a month on the pattern of Parliament. However, towards the end, the provisional calendar suggests a gap of nearly 6 holidays after which the Legislature will meet again for week's time. The session commencing on February 28 will have Budget presentation on March 7 and will conclude on April 9. Last month the Assembly Secretariat had mooted this proposal to the government of holding session this time with a long break as seen in Parliament proceedings. The tentative arrangement which the Secretariat authorities had envisaged suggested convening the session in middle of February and giving it a break after presentation of budget for at least one month. Earlier the government is also believed to have given its nod probably on the pretext that this would allow completion of works in fag end of financial year to be completed with complete attention of government machinery and legislators in it. But the new system did not finally click. Sources said this was resisted by few ministries, mainly the Finance ministry, which is key department on which onus of major chunk of work remains during the budget session. The Law ministry is also believed to have not approved of the idea. Those opposed to the proposal mooted earlier are said to have resisted on certain valid arguments. One that it would break the continuity and momentum of the proceedings of the session. The second argument which the Finance Ministry is said to have placed is that post budget presentation, the discussions and demand for grants by various departments, key component of the Budget session could not be delayed for various reasons related to technicalities of financial matters. However, the break given at the fag end commencing from March 25 to 31 is after the session holds 25 sittings, in which most of the crucial part of the business is slated to have been covered. The post budget presentation on Mar 7, allows the Legislature to have discussions and presentation of grant of demands , some vital pieces of legislations besides the routine business. More importantly than the schedule, the session once again is going to be stormy with opposition parties PDP, BJP and J&K Panthers Party all set to corner the coalition on a host of issues. In the wake of aggressive stance to be adopted by the opposition, the provisional calendar prepared by the Assembly Secretariat may see some changes accordingly in terms of completion of 'business' in time. According to the calendar, there will be 25 sittings of the entire Budget Session. The session will begin on 28th February with the Governor's Address and will conclude on 9th April. The Budget will be presented on 7th March. There will be Government Business from 1st March to 23rd March and Appropriation Bills will be taken on 24th March. The Private Members Resolutions will be taken on April 2 and 6 whereas Private Members Bills will be taken on April 5 and 7. There will be holidays from March 25 to 31. |
