Scandal worth crores surfaces, inquiry goes off beam

RAJOURI, Feb 9: Scandal worth crores of rupees has surfaced in the education department in Rajouri with officials allegedly having resorted to misappropriation and embezzlement of scholarships meant for poor students.
Sources said that an amount of Rs. 263.555 crores was sanctioned by the government for providing scholarships to the Pahari students for the session 2009-10 in district Rajouri in the year 2009. They added that the amount was further distributed by Chief Education Officer (CEO) Rajouri among the concerned ZEOs and DDOs for disbursement vide letter CEOR/P/S-Schip/Pahari/2009-10/40503-56 and 43922-50 dated 23-1-2010.
Sources further added that four months after his disbursing the money from his end, Chief Education Officer (CEO) Rajouri began receiving complaints from various zones that large number of students belonging to Pahari community had not received the scholarships. Not only this, CEO also received complaints that in some cases, Pahari students shown in the records were untraceable physically but the amount had been withdrawn from the government treasury.
Shocked, sources averred that Chief Education officer (CEO) Rajouri wrote another letter to all ZEOs and other concerned DDOs vide his letter No.CEOR/P/Scholarship/2010/9446-9781 dated 21-6-2010. In this communication, Chief Education Officer had sought explanation with regard to the complaints of untraceable students received by him
In this letter, he had directed all the concerned officers to submit factual report and return the excess amount allotted to them. However, sources confirmed that despite clear cut directions, neither any report was submitted nor the said amount returned to the office. Interestingly, barring few, most of the ZEOs neither submitted the utilization certificated nor disbursement statements.
Sources disclosed that at least five educational zones of the district not even bothered to submit their reply to the chief education office despite repeated reminders. They added that Zones which did not submit disbursement statements and utilization certificates include education zone Peeri, Khawass, Darhaal, Doongi and Kalakote.
Sources further said that education zone Dandaser has not distributed even a single penny to the students from 1st primary to 5th primary. They stressed that education zone Lower Hathel diverted the scholarships meant for government school students to private school students. After having failed to catch hold of the accused, Chief Education Officer (CEO) Rajouri ordered an inquiry vide his no.CEOR/12441-45 dated 29/7/2010 with principal DIET Rajouri as head of three member panel.
The panel members are namely Bhupinder Singh, Ram Pal Bal and Jatinder Kour. Interestingly, no report has been submitted by this panel for the past six months.
