Will Kashmiris heed separatist calls for boycott? | Panchayat elections | | EARLY TIMES REPORT Srinagar/Jammu, Feb 10 - Will people in the Kashmir valley heed the call from separatist organizations to boycott the forthcoming Panchayat elections? The question haunts the coalition government. A low percentage of polling could have a serious bearing on the image of the government and the Chief Minister,Omar Abdullah in particular. Official circles said that both National Conference and the Congress leadership has asked the party workers at the grassroot level to mobilise peoples' support for the Panchayat elections. Syed Ali Geelani, it may be mentioned, has called fopr boycott of Panchayati elections. The officials say that the supporters of the separatist camps have been asked to initiate measures which could motivate people to boycott the elections. The separatists have been encouraged by the response their calls for shutdown and rallies received from people in the valley during the five-long months of civilian strife. They expect a similar response to their poll boycott call, officials believe. However, senior Congress and National Conference leaders are optimistic about participation of people in the electoral process. They said that except for over half a dozen Assembly constituencies in Srinagar district, where the polling percentage ranged between 15 and 25, remaining segments witnessed normal polling in both these previous elections the rural areas had registered heavy polling. The leaders are hopeful because the forthcoming poll process shall remain confined to rural areas. Reports said that the Government may start the poll process from March onwards in several phases so that there was no need for seeking additional paramilitary forces from the centre.(KIP)
