While the PDP is showing opposition over the fact that Kashmir issue is more important than polls, BJP and JKNPP feel that Congress has surrendered before the government over the incorporation of 73rd amendment in the Panchayat Raj Act under which the elections will be held. Locals are enthusiastic to participate in these elections going to be held all over the state. Election fever could be seen in every nook and corner of the state. Even the candidates are also excited for the upcoming elections. People are hoping the fulfillment of the statements made by the CM because many developmental work is waiting for the concluding of the panchayat elections. Locals said that much work is left for being done in the area which will be soon start after the elections. Interestingly the previous elections held in 2000-2001 and now they are being held after 10 years due to which the people are filled with zeal to choose the right candidate for the development work in their respective areas. Though the elections would be conducted on non-party basis, meaning that political parties will have no role in the polls, but many believe that parties are working over time to field their proxy candidates to grab the basic democratic institutions, for which polls would be held after a decade. “It will not have any impact on the ground situation, as Kashmir has been turned into police state and era of repression has been unleashed by the government”, said Nayeem Akhtar, PDP spokesperson. BJP, which was most vocal demanding incorporation of the 73rd and 74th Amendment in the Panchayati Raj Act of the Jammu and Kashmir, before the polls have also not taken the decision in good spirit and has threatened to launch protest. “It is not election of Panchayat but nomination of Panchayat and instead of strengthening democracy at gross-root level; it is sabotage of democracy at grass-root level. An election like this is a farce and not empowerment of the rural populace but disempowerment of the rural populace”, Shamsher Singh BJP state president. On the other hand, JKNPP MLA Harsh Dev Singh has expressed dismay over the attitude of the Congress over the issue of incorporation of the amendments.
