Congress again taunted by NC, says no rotational chief minister-ship

JAMMU, Feb 11: NC has once again taunted the Congress leaders like Mangat Ram Sharma, Madan Lal Sharma, Sham Lal Sharma and others of their ilk who want the Congress high command to treat the NC and Congress equally and revive the 2002 power-sharing formula so that the Congress party is in the driver’s seat after January 4, 2012 and lead the state government during the remaining three years. Actually, the Chief Minister has pooh-poohed the votaries of rotational chief minister-ship and declared that he shall lead the government for full six years. He has stated that an agreement had been reached to this effect before the NC-Congress assumed power in the state on January 5, 2009. He has said that, according to the power-sharing formula, the NC was to lead the government for full term and Congress would get more ministerial berths.
It is perhaps for the first time that the Chief Minister has brought to the public notice what he described as the power-sharing formula reached between him and the Congress high command. Sources in the Congress have contested this claim and told on the condition of anonymity that what the Chief Minister has said was something the local Congress leaders were never told by anyone. So much so that these sources in the Congress have accused the Chief Minister of “misleading the people, demoralizing the Congress workers and creating an impression that he has made the Congress leadership at the Centre to toe his line and ensure that the power remains concentrated in the hands of Kashmiri leaders.”
However, if the sources in the Congress party are to be believed, then it can be said that the “angry” Congressmen may precipitate matters and ask the party high command to respect “the local sentiment that is against any kind of truck with the NC, as it has been systematically eroding the party’s support-base in the state in general and Jammu province in particular.” In other words, the struggle for power between the two parties may gain momentum and become fierce in the coming days. The relations between the two parties are already far from normal.
The argument of the votaries of rotational chief minister-ship is that the “concentration of political power in the hands of the NC for full term would only lead to the decimation of the Congress party, which, according to them, has already become quite unpopular because of its utter failure to prevent the NC from taking controversial decisions, including its failure to make the Chief Minister hold Panchayat elections after adopting in full 73rd and 74th Constitutional Amendments.” They have also argued that the NC-led government has “harmed the people of Jammu province more as compared to any of his predecessors.” The mood in the Congress party in Jammu, barring those in the government, is one of dissatisfaction. It would not be surprising if some of them even revolt against the Congress high command, and even against the Chief Minister.
Such elements in the Congress are even questioning the very credibility of certain Congressmen in the government, saying “they have utterly failed to protect the party interests” and that “they are simply endorsing the NC policies to remain in the good books of the Chief Minister and enjoy the loaves and fishes of office.” One of the Congress leaders, who is a staunch votary of rotational chief minister-ship has even gone to extent of posing a question and the question is: “What is it that is preventing the Congress high command from reviving the 2002 power-sharing formula?”
The crux of the matter is that the Congress party in the state is suffering on three counts: Lack of support from the Centre, factionalism within the party and the NC’s obstinacy and policy of non-accommodation. The position is that the NC is exploiting the dissensions within the Congress and strengthening its position, particularly in the Kashmir Valley, its core constituency, and the BJP and the Panthers Party taking full advantage of the bitterness between the NC and the Congress and expanding their respective constituencies at the cost the Congress.
