Six seats falling vacant in Legislative Council in April | | | EARLY TIMES REPORT Jammu, Feb 12:: Ahead of commencement of Budget session in the state, all the political parties are gearing up for an exercise of the Legislature which is not actually related to the proceedings of the session. The political exercise and the calculations have begun to accommodate as many members by each party in the Legislative Council where six seats are falling vacant in the month of April this year. In the Upper House six members belonging to ruling National Conference and Congress are retiring after the term of varying periods comes to an end middle of April. Out of six seats falling vacant three each belong to Kashmir and Jammu province. However in Jammu province out of three seats ,one seat is falling vacant in the reserved category of Poonch. In Jammu province the three seats will fall vacant on the retirement of Jehqangir Mir (Congress), Abdul Rashid Qureshi (National Conference) and TS Wazir (National Conference). In Kashmir province, the three seats will fall vacant as the term of three members comes to an end in the same month. They include Abdul Ghani Vakil (Congress), Altaf Ahmad Wani (National Conference) and Showkat Ahmad Ganai also belonging to ruling National Conference. While Congress' Vakil has been there in the Upper House for some years, the two other members got elected only two years back against the vacancies of Sakina Itoo of NC and Basharat Bhukhari of PDP who were elected as members of Assembly in the last Assembly elections. While at the official level no activity as such has yet begun since there is over one month's time for issuance of formal notifications and other mandatory steps required to be taken in run up to elections of the LC seats, at the political level hectic lobbying has begun particularly in the two ruling alliance parties, National Conference and Congress which have the chances of garnering majority of the seats. It may be mentioned that separate notifications would be needed for holding elections on the seats belonging to Kashmir and Jammu . As regards 3 seats of the Jammu, the Council may require to issue on notification separately for the reserved seat of Poonch. However, what follows on that technical aspect would be unfolded some time in the last week of March when the notifications are expected to be issued . The Upper House in the state has a total strength of 36 members out of which 8 seats are in the nominated category for persons from different walks of life. Out of remaining 28 members four seats, two each for Kashmir and Jammu province are reserved for members from the rural local bodies, that is Panchayats and two members for Municipal bodies. |
