PDP Chief emerges a strong separatist than APHC chairman | Mahbooba v/s Mirwaiz | | ET Report Jammu, Feb 12: A day after Hurriyat (M) chairman, Mirwaiz Umer Farooq expressed readiness for talks with New Delhi if his four conditions were fulfilled; the Peoples Democratic President (PDP) Mahbooba Mufti also came out with her four point formula. Surprisingly like Umer Mahbooba also seeks revocation of `draconian laws', release of political prisoners and withdrawal of troops from civilian areas. While Umer's fourth demand urges zero tolerance on human rights violations, the PDP president has sought compensation for water resources of the state. Mahbooba unveiled her formula while addressing a press conference in the summer capital today. She also urged the SAARC countries to declare Jammu Kashmir a free economic zone. She, therefore, emerged a strong separatist than the Hurriyat (M) chairman. It is very easy for New Delhi to accept Mirwaiz Umer Farooq's four points than Mahbooba's formula. By demanding compensation for water resources, Mahbooba is actually hitting hard at the Indus Water Treaty (IWT). Honouring the IWT has become a compulsion for New Delhi. In any case, legally speaking, it is virtually impossible for India to abrogate the treaty. Article XII (4) states that 'provisions of this treaty shall continue to remain in force until terminated by a duly ratified treaty concluded for that purpose between the two Governments.' According to political circles demanding abrogation of Indus Water Treaty is as good as demanding freedom. As far as withdrawal of troops from civilian areas and repeal of black laws are concerned, the process has actually begun. Around sixteen pickets have already been removed from Srinagar city. More such pickets, according to official sources, shall be removed in near future. Similarly the Disturbed Area Act shall be lifted from Srinagar, Ganderbal, Kathua and other districts shortly. This will pave way for repeal of Armed Forces Special Powers Act (AFSPA). And New Delhi may decide tomorrow to release the political prisoners. Zero tolerance on human rights violations has not been achieved any where in the world, not even in the United States. It cannot be achieved in a conflict ridden place like Kashmir. However, the person seeking it has to rely on the promises of the authorities. In the past the Prime Minister, the Chief Minister and the Corps Commander have repeatedly promised zero tolerance on human rights violations. The stage, therefore, seems all set for yet another round of talks between the Hurriyat (M) and New Delhi? |
