HC directs J&K govt for time-bound promotions | | | EARLY TIMES REPORT JAMMU, Feb 15 :- Justice Hasnain Masoodi in a significant judgment today advised the state to set-up a Grievance Redressal Cell in its General Administration Department which can be approached by an employee to voice his grievance and present his case instead of rushing to the Court. Court said that such a mechanism shall not only help aggrieved employees not to be burdened with litigation charges but also rule out any additions to mounting cases of pendency. Adjudicating in a petition filed by faculty member of a prestigious institution seeking promotion, Court observed that respondent’s inaction and indifference compelled a senior faculty member of a prestigious institution to resort to litigation to secure his conditional rights and divert his valuable time and resource in prosecuting such litigation which he would have otherwise spent on promoting academic excellence. Court further observed that lackadaisical attitude on the part of the state functionaries in matters of promotion, leads to misallocation of time resources, kills initiative, dampens spirit and results in demoralization of ranks. Court directed state government to consider promotion of an employee otherwise eligible within reasonable time and in no case later than three months from the date spots becomes available.
