Coalition allies discuss, approve contents of Governor’s Address | Proposal for addl allocation of wheat, rice approved | | Early Times report JAMMU, FEBRUARY 15: Even as there are nearly two weeks for the Budget session of Assembly to start, the cabinet today gave approval to the draft of the Governor’s Address to be presented by the state Governor NN Vohra on the first day when he would address both the Houses jointly on February 28.
The cabinet which met here this evening, under the Chairmanship of Chief Minister Omar Abdullah first discussed the contents of the Governor’s address threadbare before giving approval to the draft prepared for the purpose. Sources said the ministers of both the coalition allies National Conference and Congress discussed all the vital components that would make the major content and substance of the address with regard to some major decisions taken and achievements made so far by the NC-Congress coalition government in the state.
Sources said there were certain points on which both the alliance partners had some reservations before incorporating finally in the address as the main purpose and objective of the Governor’s address presented before the commencement of the session is to highlight and project the achievements and accomplishments of any governments on which the legislators later present their view point and opinion during discussion as a part of proceedings of the Legislature. The reservations, it is learnt were in context of certain components not attributing the credit to the present coalition, even as major tasks or progress has been achieved on those fronts during the existing dispensation.
Second, there were certain points on which the allies itself were said to be having some sort of discontent, if not the disagreement in respect of their view point on such issues not having been elaborately incorporated the way they desired to get these projected in the address. However, all concerns and reservations were said to have been discussed once again in today’s meeting by the ministers of both the alliance partners before giving a nod to its final draft.
In another decision, the cabinet approved lifting of special/adhoc/additional allocation of wheat/rice for Below Poverty Line (BPL) and Above Poverty Line (APL) families under targeted Public Distribution System. The additional quota would be granted to these families under the ministry of CAPD. The cabinet also approved transfer of 25 kanals of land on lease basis at Solina in favour of commissionerate of Customs and Central Excise, J&K Department of Revenue/Ministry of Finance, Government of India for construction of office-cum-residential complex.
